Permanent food facilities must meet California Retail Food facility code (Cal Code) requirements to be approved for the issuance of a permit to operate. The construction plans are reviewed to ensure that the facility conforms to current Cal Code requirements and the facility layout and equipment will allow for safe sanitary food services as required by law.

Plans must be approved by EHS before starting any new construction or remodeling of any facility used for food handling and sales. Therefore, anyone proposing to build or remodel a food facility must submit complete, easily readable plans drawn to scale, and specification sheets to Environmental health services for review. Accurate and complete plan submittal will facilitate the plan review process.

Application to Construct or Remodel a Food Establishment

The plan check application process requires a completed application along with a plan review fee and a completed Plan Submission Check List.

The checklist is an aid to you to ensure all information is included on the plans. The check list is used by the Food Plan Reviewer side-by-side with the plans to review the project. Accurate and complete plan submittals will facilitate the plan review process. If information is missing from the plans the project will be ‘incompleted’ and returned to you for revisions.

If the following items from the check list are not included when you submit your plans the application will not be accepted for review:

  • Spec sheets for all equipment
  • Material sample board
  • Letter from the Sanitary District

Twenty (20) working days are allowed for plan review, new and revised. Plans are received daily and they are reviewed in the order in which they are received.
