Project Description

The applicant requests Coastal Permit and Conditional Use Permit approval to adaptively reuse and repurpose the former United States Coast Guard (USCG) site to provide affordable housing units and an education center in Point Reyes Station. The project would consist of the following: (1) rehabilitate existing townhomes contained in 10, two-story buildings to provide 36 affordable housing units; (2) rehabilitate and repurpose the existing “barracks” building (Building 50) to provide 15 affordable housing units; (3) rehabilitate “Building 100” to provide a community common space and property management and resident services office, and office associated with the education center; (4) renovate and expand an existing kitchen/galley building to provide an education center; (5) construct a new, on-site wastewater treatment system; (6) remove trees from a riparian area; and (7) reconstruct an existing playground.

The residential property management office would be staffed by an average of 3 employees; the educational center would be staffed by an average of 2 employees. A maximum of 7 staff are anticipated when both uses are operating simultaneously and at full capacity. Typical days and hours of operation of the residential property management office would be 5 days a week, from 8:00am to 4:00pm. The education center would typically be open Monday through Friday, 8:00am to 4:00pm and Saturdays 10:00am to 5:00pm. A maximum of 60 visitors and 4 staff members are anticipated at peak operating days and times. Four special events are proposed annually, likely between the hours of 12pm and 6pm on Saturdays and/or Sundays.

In accordance with Section 22.68.060 and Tables 5-1-b and 5-1-c of the Marin County Local Coastal Program-Implementation Plan, the proposed project entails development and uses subject to Coastal Permit and Conditional Use Permit approval.
