COUNTY COUNSEL’S IMPARTIAL ANALYSIS OF MEASURE G

MARINWOOD COMMUNITY SERVICES DISTRICT APPROPRIATIONS LIMIT INCREASE

Article XIIIB of the California Constitution limits the spending of tax revenues by local government agencies above an annually adjusted limit.

This limit is known as an appropriations limit. The Constitution allows voters to increase a local government’s appropriations limit above this base level for a period not to exceed four years.

If this Measure is approved by a majority of voters, the appropriations limit for the Marinwood Community Services District will be increased for four fiscal years, from 2020-2021 through 2023-2024, to an amount equal to the revenue received from the special tax for park, open space and street landscape maintenance services previously approved by voters. Passage of this Measure would not increase taxes; it would allow full use of those revenues the District expects to receive.

This measure was placed on the ballot by the Board of Directors of Marinwood Community Services District.

ARGUMENT IN FAVOR OF MEASURE G

Measure G is not a new tax nor will it increase taxes above the limits previously approved by the voters of Marinwood Community Services District.

Every four years, the voters of Marinwood Community Services District must pass this measure to authorize the continued use of taxes it is already collecting designated exclusively for Parks, Open Space and Street Landscape Maintenance Services. Without this voter authorization, not one cent of the taxes collected for these regarded services can be applied to Marinwood’s appropriation limit and thus spent as intended, even though the voters have approved them, causing a severe reduction in funds available to provide these valued resources to the local Community.

A “YES” vote will last for four years, at the end of which time the spending of park, open space and street landscape maintenance funds must again be authorized.

Your Marinwood Community Services District Board of Directors and Park & Recreation Commissioners urge you to vote YES on Measure G.
