MEASURE F: Mesa Park Parcel Tax Renewal. Shall Resolution No. 15 of the Board of Commssioners of Mesa Park be confirmed, establishing a special tax of $49 per year per improved parcel for a period of 4 years, commencing in fiscal year 2018-2019 (replacing the expiring $49 per year parcel tax), raising approximately $30,000 annually, for improvement, maintenance and operation of Bolinas Community Parks, at 110 Mesa Road and 32 Wharf Road with all money raised to be spent on those locations?

MESA PARK (FIREHOUSE COMMUNITY PARK AGENCY)

This Measure was placed on the ballot by the Mesa Park Board of Directors.

If this Measure is approved by a two-thirds vote, the Board of Commissioners of Mesa Park (Firehouse Community Park Agency) will be authorized to levy a special tax of Forty-Nine Dollars ($49) per improved parcel for the improvement, maintenance and operation of Bolinas Community Parks, at 110 Mesa Road and 32 Wharf Road with all money raised (approximately $30,000 annually) to be spent on those locations for a period of four (4) years beginning in fiscal year 2018-2019.

This special tax will be replacing the expiring $49 annual parcel tax.

ARGUMENT IN FAVOR OF MEASURE F

Bolinas Parks are open to all and facilitate both recreation and outdoor community gatherings. Mesa Park provides our community with a soccer field, softball and Little League diamonds, a skate park, a basketball court, parking for community events, children’s playgrounds, a venue for special outdoor events such as performances, free food distributions on Sundays and community parties. The Downtown Park provides a convenient and picturesque community gathering place, currently equipped with bathrooms and a Cob oven and is often used for social events, spontaneous picnics or family parties. Measure F will provide funding to help cover the expense of operating these two parks, including utilities (restroom, water for drinking and for irrigation), maintenance and repairs (salary for maintenance staff, supplies such as fuel for mower, repairs to equipment, seed and landscaping), liability insurance and Special District Risk Management Authority association membership, administrative costs, and county fees. This measure is not proposing an increase in funding, it will simply replace the current parcel tax after it expires in 2017-2018. There will be no overlap. The new measure will maintain the current level of community funding for an additional four years and will be used to support both Mesa Park at 101 Mesa Road and the Downtown Park at 32 Wharf Road. RESOLUTION NO. FIFTEEN

RESOLUTION OF THE GOVERNING BODY OF MESA PARK (FIREHOUSE COMMUNITY PARK AGENCY) DISTRICT PROPOSING AN ELECTION BE HELD IN ITS JURISDICTION REQUESTING THE BOARD OF SUPERVISORS TO CONSOLIDATE WITH ANY OTHER ELECTION CONDUCTED ON SAID DATE, AND REQUESTING ELECTION SERVICES BY THE REGISTRAR OF VOTERS

WHEREAS, it is the determination of said governing body that a Consolidated General Election be held on the 7th day of November, 2017, at which election the issue to be presented to the voters shall be: A ballot measure titled “Mesa Park Parcel Tax Renewal”.

BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Marin is hereby requested to:

  1. Consolidate said election with any other applicable election conducted on the same day;
  2. Authorize and direct the Registrar of Voters at the District’s expense, to provide all necessary election services and canvass the results of said election
