8.                  Supervisor McGlashan requesting resolution proclaiming the week of June 6-13, 2010 as "Edible Marin and Wine Country, Eat Local Marin Week."

 

9.                 Supervisor Adams requesting resolution commending Marin's congregations and faith community, Chris Highland, and volunteers for their humanitarian efforts in sheltering those in need during the 2009-10 winter months.

 

10.               Supervisors Kinsey and McGlashan requesting resolution celebrating the 100th running of the Dipsea Race and commending the Dipsea Race Foundation for their ongoing efforts to sustain the Dipsea race, the Dipsea Trail and the race community; and requesting FY 2010-11 $25,000 contribution to support athletic mentorship program for disadvantaged youth.

 

11.                Request from the Human Resources Department to approve enhanced support for employees impacted by Reduction in Force ("RIF"), as detailed in staff report dated May 18, 2010.

                     Recommended action:  Approve.

 

12.                First Reading:  Ordinance amending Marin County Code Chapter 15.33 related to parking fines in Stinson Beach, Muir Beach and Bolinas.

                     Recommended actions:  Request clerk to read ordinance by title only and schedule merit hearing for June 8, 2010, at 10:30 a.m.

 

13.                First Reading:  Ordinance adopting amendments to Marin County Code Title 19 related to Agricultural Exemption Permits.

                     Recommended actions:  Request clerk to read ordinance by title only and schedule merit hearing and on resolution increasing fines for June 8, 2010, at 10:30 a.m.

14.                Pursuant to California Health and Safety Code Section 1442.5, conduct Beilenson Hearing to receive public comment regarding proposed gynecological service reductions in the Division of Public Health.

                     Recommended action:  Conduct public hearing.

15.               Hearing:  Ordinance adopting amendments to Marin County Code Title 19 updating the County's green building requirements.

                     Recommended actions:  Conduct public hearing and consider adopting ordinance.

16d.              Request to approve Invitation For Bid ("IFB") #2612, to Bartley Pump Inc. of Santa Rosa, CA, in the amount of $152,497 plus a 35% contingency, for stormwater pump and motor maintenance service.

                     Recommended action:  Approve.

 

16e.              Authorize President to execute Lease Agreement with Patricia A. Herman and Mireille Agajan, Trustees of the Duquesne Family Trust, of 200 Shoreline Highway, Mill Valley, for District owned lands along Coyote Creek.

                     Recommended action:  Approve.

 

16f.               Request to (i) accept California Department of Water Resources ("DWR") grant, in an amount not to exceed $90,000, for geotechnical evaluation of the Las Gallinas Creek Levee; and (ii) authorize District Engineer to execute funding agreement and all future grant required documents.

                     Recommended action:  Approve.

 

16g.              Closed Session:

                     Conference with legal counsel regarding existing litigation pursuant to California Government Code Section 54956.9(a). Name of case:  MUTA v. County of Marin, et al.  Marin County Superior Court, Case No. CV 074999.

CA-1.            Board of Supervisors:

                    a.      Appointment:  Kentfield Planning Advisory Board ("KPAB").  Four term expirations (Sandra Guldman, Richard Gumbiner, Anne Petersen, Pamela Bacci Scott, incumbents).  Schedule appointments for June 15, 2010.

                     b.      Supervisor Brown requesting resolution commending the 2009-10 Marin Catholic High School Football Team.

                    c.      Supervisor Arnold requesting resolution supporting efforts to educate drivers on the dangers of texting while driving.

                     d.      Supervisor Adams requesting resolution proclaiming June 4, 2010, "Marin County Justice League Day."

 

CA-2.            Community Development Agency:

                     a.      Authorize President to execute Assignment and Assumption Agreement to consent to the transfer of 39 Mary Street, San Rafael, from Center Point, Inc. to Concepts Foundation, Inc., as detailed in staff report dated May 18, 2010.

                     b.      Authorize President to execute First Amendment to the agreement with LSA Associates, Inc., increasing the contract by $10,136 for a total contract amount of $35,135, for additional work related to the initial study for the 680 Trail project.

 

CA-3.            County Administrator:

                     Request to approve Community Service allocations funded by Community Service Funds for May 2010.

 

CA-4.            County Counsel:

                     Authorize President to execute second addendum to the agreement with Davis Wright Tremaine LLP, increasing the contract by $14,000 for a total contract amount not to exceed $113,000, to conduct a compliance audit of the Marin County Dental Clinic.

 

CA-5.            Farm Advisor:

                     Request to approve projects recommended by the Marin County Fish and Wildlife Commission ("MCFWC") for the enhancement of fish and wildlife resources in Marin County for FY 2010-11 as detailed in staff report dated May 18, 2010.

 

CA-6.            Health and Human Services:

                    a.      Authorize President to execute Amendment A01 to the Community Challenge Grant agreement (#05-45287) with the California Department of Public Health Services, and related documents, extending the contract term to June 30, 2011, to provide teen pregnancy prevention services.

                    b.      Authorize President to execute amendment to the agreement with Harm Reduction Therapy Center, increasing the contract by $12,300 for a total contract amount not to exceed $46,000, for the Mental Health Services Act ("MHSA") Workforce Education and Training ("WET") Plan.

                     c.      Authorize President to execute FY 2009-10 agreement with Community Action Marin, in an amount not to exceed $942,271, for mental health services through the Mental Health Services Act ("MHSA") Peer Mental Health and Family Partnership programs.

                     d.      Authorize President to execute FY 2009-10 agreement with Community Action Marin, in an amount not to exceed $719,646, to provide independent living and mental health services through the Peer Mental Health and Family Partnership programs.

                     e.      Request to (i) approve amendment to Master Contract for Fee for Service Contracts, for Alcohol, Tobacco and Other Drug Prevention and Treatment Services, increasing the maximum amount by $70,135 for a new maximum amount of $4,898,419 with providers identified and additional providers as necessary, (ii) approve amended Master Contract for Fee for Service provider list; and (iii) authorize the Health and Human Services Director to execute contracts with the individual providers as detailed in staff report dated May 18, 2010.

 

CA-7.            Human Resources:

                     Request to retitle Clerk-Typist series to Office Assistant series and abolish one obsolete Senior Clerk-Typist classification, as detailed in staff report dated May 18, 2010.

 

CA-8.            Probation:

                     Effective May 16, 2010, request to add 2.0 FTE Probation Supervisor positions  (Class #1260); and delete 2.0 FTE Group Counselor II positions and 1.0 FTE Legal Process Supervisor position as detailed in staff report dated May 18, 2010.

 

CA-9.            Public Works:

                     a.      Authorize President to execute agreement with Landrum & Brown, Inc., in the amount of $407,278, for preparation of Phase 3 of the Environmental Impact Statement/Environmental Impact Report ("EIS/EIR") for the proposed extension of Runway 13/31 at Gnoss Field.

                     b.      Authorize President to execute agreement with John Roberto Associates, in the amount of $94,200, for administration of Phase 3 of the Environmental Impact Statement/Environmental Impact Report ("EIS/EIR") for the proposed extension of Runway 13/31 at Gnoss Field.

                     c.      Request to adopt Resolution No. 2010-_____ authorizing submission of application to the Metropolitan Transportation Commission ("MTC") for $320,649 in Transportation Development Act Article 3 Pedestrian and Bicycle Project funding for Mill Valley-Sausalito Multi-Use Pathway Major Maintenance.

                    d.      Request to (i) authorize Public Works Director to execute agreement with the Marin Municipal Water District ("MMWD") for installation of a fire hydrant related to the Exhibit Hall Path of Travel and Parking Improvements Project.  (Engineer's Estimate $42,446. Project No. CAP-09013)

CB-1.            Public Works:

                     Request to (a) authorize President to execute agreement with Whitlock & Weinberger Transportation, Inc., in the amount of $43,225, for construction management services for the Nonmotorized Transportation Pilot Program ("NTPP") Countywide Intersection Improvements Project; and (b) approve related budget actions as detailed in staff report dated May 18, 2010. (Project No. 2008-047, NTPP Project No. 802, Federal Project No. NMPTL-5927(067)).
