Deadlines for Filing Arguments and Rebuttals for School and Special District Measures November 7, 2017, Local District Election

NOTICE IS HEREBY GIVEN by the Marin County Registrar of Voters that the following school and special district measures will be on the ballot for the November 7, 2017, Local District Election.

SCHOOL

LAGUNITAS SCHOOL DISTRICT MEASURE A
Special Tax Assessment for Educational Programs. Shall the Lagunitas School District maintain vital educational programs including basic educational programs, enrichment and support services for students, by levying a $535.00 assessment per assessor’s parcel per year, with 6.5% yearly cost-of-living adjustment for 8 years, beginning July 1, 2018, exempting any single parcel used as a principal place of residence by any owner 65 years of age before February 1st of that year?

MARIN COUNTY FLOOD CONTROL DISTRICT ZONE NO. 1 MEASURE E
Novato Watershed and Flood Protection. To reduce flooding, improve water quality, restore fish and wildlife habitat, and adapt to sea level rise, shall a special parcel tax be levied within Zone No.1 for 18 years based on land use and parcel size, including $47 per single-family home, raising approximately $1,100,000 annually, with annual audits, low income senior exemptions, and funds to be spent only on projects in the Novato area?

MESA PARK RECREATION DISTRICT MEASURE F
Mesa Park Parcel Tax Renewal. Shall Resolution No. 15 of the Board of Commissioners of Mesa Park be confirmed, establishing a special tax of $49 per year per improved parcel for a period of 4 years, commencing in fiscal year 2018-2019 (replacing the expiring $49 per year parcel tax), raising approximately $30,000 annually, for improvement, maintenance and operation of Bolinas Community Parks, at 110 Mesa Road and 32 Wharf Road with all money raised to be spent on those locations?

NOTICE IS FURTHER GIVEN that arguments for or against the county, school, and district measures, with both a signed Submission Form and Signature Form, must be submitted to the Marin County Elections Department, Room 121, Marin Civic Center, San Rafael, California, by 4:30 p.m. on Monday, August 21, 2017. Arguments for or against the measures must not be more than 300 words.

NOTICE IS FURTHER GIVEN that the governing board, or any member or members of the board, or any bona fide association of citizens, or any individual voter who is eligible to vote on the measure, or any combination of such associations and voters may submit written arguments for or against the measure. Arguments may not be changed or withdrawn after 4:30 p.m. on August 21.

The Registrar of Voters of Marin County will print one argument for and one argument against each measure in the Voter Information Pamphlet, which is mailed to all registered voters in the district.

NOTICE IS FURTHER GIVEN that when the Registrar of Voters has selected the argument in favor and against each measure, the Registrar will send a copy of the argument in favor to the author of the argument against and a copy of the argument against to the author of the argument in favor. The authors may prepare and submit rebuttal arguments not exceeding 250 words. The rebuttal arguments, along with a signed Authorization Form, must be filed with the Registrar of Voters by 4:30 p.m. on Monday, August 28, 2017. Rebuttal arguments shall be printed in the same manner as the direct arguments. Each rebuttal argument shall immediately follow the direct argument, which it seeks to rebut.

The pertinent argument forms, available from the Elections Department, must be turned in with all arguments and rebuttals. Argument forms are available at www.marinvotes.org. For further information, contact the Elections Department at (415) 473-6437.

Measure arguments and rebuttals will be available for public examination in the Elections Department for ten (10) days from each filing date.
