Notice of Argument Deadlines for for School Districts in the May 7, 2013 Special Election

Notice of argument deadlines for measures to be voted on in the San Rafael Elementary and High School Districts in Marin County at the May 7, 2013 special election.

NOTICE IS HEREBY GIVEN by the Marin County Registrar of Voters that a Special Vote by Mail Election will be held on Tuesday, May 7, 2013. There will be no polling places for this election.

NOTICE IS HEREBY GIVEN that the following School measures will be placed upon the ballot at said election and read as follows:

Measures Submitted to Voters

San Rafael Elementary School District Measure A

To protect quality education at all San Rafael elementary and middle schools by maintaining stable local funding the State can’t take away, including: Enhancing core academic programs like math, science and reading; Maintaining small class sizes and programs that support learning; and Attracting and retaining high quality teachers, shall San Rafael elementary School District extend the expiring school parcel tax for eight years with exemptions for seniors, independent citizen oversight, no funds for administrator salaries and all funds staying local?

San Rafael High School District Measure B

To protect quality education at San Rafael and Terra Linda High Schools with stable local funding the Sate can’t take away, including: enhancing math, science, technology, music and fine art instruction; maintaining small class sizes; Preparing students for college and 21st century careers; and Attracting and retaining quality teachers shall the San Rafael High School District extend the expiring school parcel tax for eight years with senior exemptions, independent oversight, no funds for administrator salaries and all funds staying local?

Additional Notices

NOTICE IS FURTHER GIVEN that arguments for or against the above measures shall not exceed 300 words in length. The Registrar of Voters of Marin County shall print an argument for and an argument against each measure in the sample ballot which is mailed to all registered voters in the above districts.

Arguments for or against said measures, with signed verification form, should be submitted to the Marin County Elections Office, Room 121, Marin Civic Center, San Rafael, California, not later than 4:30 PM on Tuesday, February 19, 2013. The governing board, or any member or members of the board, or any bona fide association of citizens, or any individual voter who is eligible to vote on the measure, or any combination of such associations and voters may submit written arguments for or against a measure.

NOTICE IS FURTHER GIVEN that direct arguments for or against said measures may not be changed or withdrawn after 4:30 PM on February 19, 2013.

NOTICE IS FURTHER GIVEN that when the Registrar of Voters has selected the arguments for and against said measures, copies of the argument in favor of said measures shall be sent to the authors of the argument against and copies of the argument against shall be sent to the authors of the argument in favor. The authors may prepare and submit rebuttal arguments not exceeding 250 words. The rebuttal arguments must be filed with the Registrar of Voters by 4:30 PM on Tuesday, February 26, 2013. Rebuttal arguments shall be printed in the same manner as the direct arguments. Each rebuttal argument shall immediately follow the direct argument, which it seeks to rebut.

A verification form, available from the Election Office, must accompany all arguments and rebuttal arguments. Forms are available at www.marinvotes.org. For further information, contact the Elections Office at (415) 473-6437.

All materials pertaining to the measures will be available for public examination in the office of the Registrar of Voters for ten (10) days from the date of filing.
