2a.                Approval of the minutes of the meeting of January 24, 2006.

2c.                Executive Director's Report.

 

2d.                Authorize the Executive Director to execute agreement with Women Helping All People ("WHAP") to provide grounds maintenance services for the Golden Gate Village public housing site, for the period of January 1, 2006, through December 31, 2008, at a cost not to exceed $136,000 for 2006 with a maximum 3.5 percent increase in the second and third years.

                     Recommended action:  Approve.

  

2e.                Authorize the Executive Director to execute several contracts with the Golden Gate Village Resident Council to memorialize various agreements and informal understandings and to assist in funding certain services to be provided by the Residents Council.

                     Recommended actions:  Authorize the Executive Director to execute (i) Memorandum of Understanding ("MOU"); (ii) lease agreement for office space at 101-107 Drake Avenue, including operation of a laundry room business; (iii) agreement in the amount of $7,400 to provide for Resident Council Activities in 2006; and (iv) agreement in the amount of $30,000, for a youth mentoring and employment program.

 

2f.                 Authorize the Executive Director to execute agreement with Hometeam Pest Defense, in an amount not to exceed $56,049 annually, to provide pest control services for Housing Authority properties.

                     Recommended action:  Approve.

7.                  Consent Calendar A (Items CA-1 through CA-6)

8.                  Consent Calendar B (Items CB-1 through CB-2)

                     ("Consent Calendar B" reflects those agenda items requiring a 4/5th vote relating to budgetary matters.)

 

9.                  Request from the County Administrator to adopt a resolution continuing the local emergency for the County of Marin, related to recent severe winter storm damage, in conformance with Government Code Section 8630.

                     Recommended action:  Adopt Resolution.

 

10.                Presentation by the Marin Economic Commission on the Targeted Industries Study Economic Impact Supplement prepared by Robert Eyler, Center for Regional Economic Analysis, Sonoma State University.

                     Recommended action:  Accept Report.

 

11.                Request from the Director of Health and Human Services to authorize President to execute two FY 2005-06 agreements with the California Department of Aging to provide services to Marin's older adults including senior nutrition services, family caregiver support and home and community-based assistance.

                     Recommended actions:  Authorize President to execute (1) Amendment No. 1 to subcontract agreement (AP-0506-05) with the California Department of Aging, in the amount of $1,377,828; and (2) Agreement No. TV-0506-05, in the amount of $112,681.

 

12.                Request from the Chief Probation Officer to adopt a Resolution authorizing the submission of an application to the State Corrections Standard Authority for $631,365 to support the "High Risk Special Programs Unit".

                     Recommended action:  Adopt Resolution.

 

13.                Request from the Chief Probation Officer to approve position changes, as detailed in staff report dated February 7, 2006, to better use existing personnel resources.

                     Recommended actions:  Effective February 26, 2006, to (1) delete 1.0 FTE vacant Legal Process Assistant II position (Position #00885, Class #1415); (2) delete 1.0 FTE vacant Legal Process Specialist position (Position #00660, Class #1417); and (3) add 1.0 FTE Senior Secretary position (Class #1339).

 

14.                Request from Departments of Human Resources and Parks and Open Space, effective February 12, 2006, to adopt new classification specification and salary range for Natural Resources Program Manager (Class #1158) and take related actions. 

                     Recommended actions:  (1) Approve new classification; (2) adopt proposed salary range for the classification; and (3) add 1.0 FTE in BC 917.

 

15.                Request from the Human Resources Department and the Auditor-Controllers Office, effective February 12, 2006, to adopt re-activated classification specification and salary range for Chief Deputy Auditor (Class #0256) and take related actions. 

                     Recommended actions:  (1) Adopt re-activated classification; (2) adopt proposed salary range for the classification; and (3) add 1.0 FTE in BC 121.

 

16.                Request from the Auditor-Controller and the County Administrator to adjust appropriations and revenue estimates and release encumbrances as needed to reflect current expenditure and revenue estimates in the modified-approved FY 2005-06 County budget and budgets for Special Districts.

                     Recommended action:  Approve.

 

17.                Appointments:

                     a.      Child Care Commission

                              One vacancy representing Providers due to the resignation of David Hughes.  The Marin County Superintendent of Schools has appointed Melinda Kanter-Levy.  Her appointment requires ratification by the Board of Supervisors. 

                              Recommended action:  Ratify appointment.

 

                     b.      Health Council of Marin

                              Nine vacancies as follows:  three resignations representing Providers (Humphrey Ogg, Anne Pera and Carol Sterritt-Frost); four term expirations representing Consumers (Constance Barker, Shirley Graves, Gretchen Napolitano and Roy Smith) and two term expirations representing Providers (Donald Harte and Nancy West).

                              Recommended action:  Schedule appointments for May 2, 2006.

 

                     c.      Marin Agricultural Land Trust ("MALT")

                              One At-Large vacancy.  Incumbent Tim Furlong cannot reapply due to term limits.

                              Recommended action:  Schedule appointment for February 28, 2006.

18.                Hearing:  Ordinance amending Chapter 11.36 of the Marin County Code addressing watercraft regulations in certain lagoons and waterways in the Bel Marin Keys Community Services District and the Novato Creek.

                     Recommended actions:  Conduct hearing and consider adopting ordinance.

 

19.                Hearing:  Ordinance amending Sections of the Marin County Code to replace the use of the term "citizen" in appropriate circumstances with other terms where citizenship status is unnecessary.

                     Recommended actions:  Conduct hearing and consider adopting ordinance.

20.                Organization of the Board.

20b.              Open time for public expression, up to three minutes per speaker, on items not on the Flood Control and Water Conservation District Agenda.

 

20c.              Hearing:  Resolution approving the demolition of 49 Sir Francis Drake Boulevard, to provide area for creek enhancement and flood protection.  Flood Zone 9A (District 2).

                     Recommended actions:  Conduct public hearing scheduled for 11:00 a.m. and consider adopting resolution.

 

20d.              Authorize President to execute First Addendum to agreement with DCV Consultants, increasing the contract amount by $16,420 for a total cost of $57,660, for engineering services related to the replacement of control panels and switch gears at Shoreline, Cardinal Road, Crest Marin and Cove Shopping Center Pump Stations.

                     Recommended action:  Approve.

 

20e.              Authorize President to execute Right-of-Way contract to purchase Flood Control Easements at 1620 Novato Boulevard, Novato (APN 141-304-12), Flood Control Zone 1, Novato.

                     Recommended actions:  Authorize President to execute (1) Right-of-Way Contract with Wilson Chacon; and (2) Certificate of Acceptance.

 

20f.               Authorize President to execute Right-of-Way contract to purchase Flood Control Easements at 1501 Park Avenue, Novato (APN 141-271-10), Flood Control Zone 1, Novato.

                     Recommended actions:  Authorize President to execute (1) Right-of-Way Contract with John S. McNamara and Diane E. Darrow; and (2) Certificate of Acceptance.

 

20g.              Hearing:  Resolution approving a project to install a Supervisory Control and Data Acquisition ("SCADA") system, along with necessary pump station control panel and switch gear upgrades, in Flood Zones 3 and 4 (District 3).

                     Recommended actions:  Conduct public hearing scheduled for 11:00 a.m. and consider adopting resolution.

CA-2.            County Administrator:

                     Authorize President to approve report of delegated agreements executed by the County Administrator during the months of October, November and December 2005.

  

CA-3.            Farm Advisor:

                     Authorize President to execute agreement with Lisa Bush, in an amount not to exceed $40,000, to enhance the economic development of local farms and ranches.

 

CA-4.            Health and Human Services:

                     NOTE:  Agreement in items CA4a - CA4b are renewals of existing agreements that were included in and funded in the FY 2005-06 budget.

                     a.     Authorize President to execute FY 2005-06 agreement with Providence Place, in an amount not to exceed $187,500, to provide long term residential services for chronically mentally ill elderly adults with co-occurring dementia disorders.

                     b.     Authorize President to execute FY 2005-06 agreement with the Marin Senior Coordinating Council, in the amount of $424,875, for the provision of nutritional services to Marins older residents.

                     c.      Authorize President to execute Second Addendum to the Memorandum of Understanding ("MOU") with the Sonoma County Area Agency on Aging for oversight and administration of the Health Insurance Counseling and Advocacy Program ("HICAP").

 

CA-5.            Human Resources:

                     Authorize President to execute agreement with Kaiser Foundation Health Plan to provide the County's Medicare Cost Plan prescription drug data to the Center for Medicare and Medicaid Services ("CMS") on behalf of the County, related to implementation of Medicare Part D.

 

CA-6.            Library:

                     Request to approve "Fine Free Week" February 13-19, 2006 for the Marin County Free Library.

                     b.      Request from the Auditor-Controller to approve Transfer of Funds releasing $37,377 of prior year encumbrances in the County of Marin, County Administrator, Miscellaneous Various, Contract Services Miscellaneous account and re-appropriating through the Reserve for Contingencies into the same account, for Board of Supervisors agenda automation project.
