Project Description

Project Summary:

The applicant proposes to construct Auburn Grove, a 79-unit residential townhouse project on multiple vacant lots located along Woodland Avenue and Auburn Street in an unincorporated area of San Rafael. The project would be located on approximately 3.29 acres of the 8.8-acre site, with the rest of the site remaining as an open space wetland area. The townhouses would be located within 16 detached, three-story buildings that would range in area from 2,070 square feet to 17,070 square feet (168,770 square feet total) and reach a maximum height of 38 feet above the surrounding grade. The development would include four townhouse types that would range in size between 1,500 and 1,665 square feet, including attached garages on the ground floors. The buildings would have craftsman-style architecture with dark colored exteriors.

Project Description:

The Auburn Grove project entails 79 three-bedroom residential units, ranging in size between 1,500 and 1,665 square feet, with attached decks and attached garages ranging in size between 485 and 800 square feet, in a townhouse-style development with craftsman-style architecture. The 79-unit development would consist of 16 detached buildings, each reaching a maximum height of 38 feet above the surrounding grade.  The table below provides information on the proposed floor plans and unit mix.

Of the 79 units proposed, 41 of the units would be located on the east side of Woodland Avenue, and 38 of the units would be located on the west side of Woodland Avenue. The proposed housing development, including driveways, pathways, backyards, and common areas, would be confined to approximately 3.29 acres of the 8.80-acre site. The development would maintain a five-foot, six-inch setback from the northwestern property line that abuts the SMART train alignment and a 20-foot buffer from a mapped wetland located on the west side of Woodland Avenue. Twenty percent of the units would be made affordable to households at 60 percent of the area median income. The applicant proposes each home’s habitable space to begin on the 2nd floor at an elevation of 11 feet above sea level with no habitable space on the first floor.

Housing Compliance Review approval is required pursuant to Marin County Code Section 22.64.020.A, because the project entails the ministerial review of a housing development project under the regulations of the Marin County Form Based Code.
