Project Description

The applicant requests Coastal Permit Coastal Permit approval to develop a vacant lot in the unincorporated community of Inverness with a new 2,450-square-foot primary residence with an attached accessory dwelling unit (ADU) on a vacant lot in the unincorporated community of Inverness. The proposed development would also entail the installation of a class one onsite wastewater treatment system, a 5,000-gallon water storage tank, retaining walls, site improvements, and the removal of 21 trees.

The proposed residence would result in a building area of 2,450 square feet, a floor area of 2.450 square feet, and a floor area ratio of eight percent on the 30,800 square foot lot. The proposed residence would reach a maximum height of 23 feet, 6 inches above the surrounding grade, and the exterior walls would have the following setbacks: 16 feet from the northern front property line; 29 feet from the eastern side property line; more than 50 feet from the western side property line; and more than 100 feet from the southern rear property line. The proposed onsite wastewater treatment system would be largely located below grade, with only minor projections above grade necessary to access and maintain the system. The onsite wastewater treatment system would have the following setbacks: 31 feet from the northern front property line; five feet from the eastern side property line; more than 50 feet from the western side property line; and more than 50 feet from the southern rear property line.

Coastal Permit approval is required pursuant to Section 20.68.060.G and Section 20.68.060.M of the Coastal Zoning Code because the project proposes a new onsite wastewater treatment system and development on a vacant lot that is not explicitly and specifically exempt from coastal development permit requirements by Section 20.68.050 (Coastal Development Permit Not Required: Exempt Development) of the Coastal Zoning Code.
