Project Description

The applicant requests Coastal Permit approval for development on an improved property located in the unincorporated community of Bolinas. Development proposed on the subject property would include the following:

  1. Modifications to an unpermitted 137-foot-long retaining wall identified as the existing West Wall in the plan set. Modifications would entail the demolition and removal of the westernmost portion of the wall that has failed, while the remaining portion of the West Wall and associated tiebacks would remain intact. The remaining intact portion of the West Wall would tie into a new 141-foot-long retention system described below.
  2. Construction of a new 141-foot-long retention system that would include subterranean soldier piers and tiebacks with an integrated retaining wall that would be located above the subterranean system. The proposed retaining wall would range in height from a minimum of three feet to a maximum of seven feet above the surrounding grade, and the retention system would have the following setbacks: 148 feet from the northern front property line, nine feet, eight inches from the western side property line, 160 feet from the eastern side property line, and 225 feet from the southern rear property line.
  3. Legalization of an existing 64-foot-long retention system identified as the existing East Wall in the plan set. The 64-foot-long retention system would be expanded by a proposed nine-foot-long upslope return and would result in a 73-foot-long system that would include subterranean soldier piers and tiebacks with an integrated retaining wall located above the subterranean system. The proposed retaining wall would range in height from a minimum of two feet, six inches to a maximum height of eight feet, four inches above the surrounding grade, and the retention system would have the following setbacks: 95 feet from the northern front property line, 298 feet from the western side property line, five feet from the eastern side property line, and appears to be 230 feet from the southern rear property line.

Coastal Permit approval is required pursuant to Sections 20.68.060.A, 20.68.060.K, and 20.68.060.M of the Marin County Implementation Plan (IP) because the project proposes improvements to existing structures and the development of new structures near a coastal bluff not explicitly and specifically exempt from the requirements of a Coastal Permit pursuant to Section 20.68.050 of the IP.
