Annual Progress Reports

Every year, each California jurisdiction (city council or board of supervisors) must prepare an annual progress report (APR) on the jurisdiction’s status and progress in implementing its housing element, using forms and definitions adopted by the California Department of Housing and Community Development (HCD).

Each jurisdiction’s APR must be submitted to HCD and the Governor’s Office of Planning and Research (OPR) by April 1 of each year (covering the previous calendar year).

Cycle 6 (2023-2031)

• March 2024: On March 19, 2024, the Board of Supervisors will receive an informational update on the 2023 Annual Progress Report (Staff Report).

Cycle 5 (2015-2022)

• March 2023: The 2022 Annual Progress Report is submitted to HCD and OPR.
• March 2022: The 2021 Annual Progress Report is submitted to HCD and OPR.
• March 2021: The 2020 Annual Progress Report is submitted to HCD and OPR.
• March 2020: The 2019 Annual Progress Report is submitted to HCD and OPR.
• March 2019: The 2018 Annual Progress Report is submitted to HCD and OPR.
• March 2018: The 2017 Annual Progress Report is submitted to HCD and OPR.
• March 2017: The 2016 Annual Progress Report and an amended 2015 Annual Progress Report are submitted to HCD and OPR.
• March 2016: The 2015 Annual Progress Report is submitted to HCD and OPR.
• March 2015: The 2014 Annual Progress Report is submitted to HCD and OPR.
