Argument deadlines for measures on the ballot for the May 7, 2013 Special Election in the Alto, Almonte, Homestead Valley and Richardson Bay Sanitary Districts
NOTICE IS HEREBY GIVEN by the Marin County Registrar of Voters that the following measures will be placed on the ballot at a Special Vote by Mail Election to be held on Tuesday, May 7, 2013. There will be no polling places for this election:
Measures Submitted to Voters
Alto Sanitary District Measure C
Shall the order adopted on September 13, 2012 by the Local Agency Formation Commission of the County of Marin, ordering the consolidation of the Alto, Almonte, Homestead Valley and Richardson Bay Sanitary Districts into a single district known as the Southern Marin Sanitary District be confirmed subject to the terms and conditions specified in the order?
YES NO
Alto Sanitary District serves an unincorporated area of 108 acres largely surrounded by the territory of the City of Mill Valley between Azalea Drive and Knoll road.
Almonte Sanitary District Measure C
Shall the order adopted on September 13, 2012 by the Local Agency Formation Commission of the County of Marin, ordering the consolidation of the Alto, Almonte, Homestead Valley and Richardson Bay Sanitary Districts into a single district known as the Southern Marin Sanitary District be confirmed subject to the terms and conditions specified in the order?
YES NO
Almonte Sanitary District provides service to an unincorporated area of 260 acres to the west of Almonte Boulevard.
Homestead Valley Sanitary District Measure C
Shall the order adopted on September 13, 2012 by the Local Agency Formation Commission of the County of Marin, ordering the consolidation of the Alto, Almonte, Homestead Valley and Richardson Bay Sanitary Districts into a single district known as the Southern Marin Sanitary District be confirmed subject to the terms and conditions specified in the order?
YES NO
Homestead Valley Sanitary District serves an unincorporated area of 471 acres to the west of Miller Avenue and the territory of the City of Mill Valley.
Richardson Bay Sanitary District Measure C
Shall the order adopted on September 13, 2012 by the Local Agency Formation Commission of the County of Marin, ordering the consolidation of the Alto, Almonte, Homestead Valley and Richardson Bay Sanitary Districts into a single district known as the Southern Marin Sanitary District be confirmed subject to the terms and conditions specified in the order?
YES NO
Richardson Bay Sanitary District provides service to an area of 1,827 acres including the unincorporated communities of Strawberry and West Tiburon and to a portion of the Town of Tiburon between areas surrounding Blackfield Drive and Gilmartin Drive.

NOTICE IS FURTHER GIVEN that arguments for or against the above measures shall not exceed 300 words in length and shall be accompanied by not more than 5 signatures. The Registrar of Voters of Marin County shall print one argument for and one argument against each measure in the sample ballots which are mailed to all registered voters in the above districts.
Arguments for or against said measures, with signed verification form, should be submitted to the Marin County Elections Office, Room 121, Marin Civic Center, San Rafael, California, not later than 4:30 PM on Tuesday, February 19, 2013. The legislative body of any affected agency, or any member or members of the legislative body of any affected agency authorized by it, or any individual voter or association of citizens entitled to vote on the change of organization, or any combination of those voters and associations of citizens may file a written argument for, or a written argument against, the question to be submitted to the voters. (Gov.Code Sec. 57145)
NOTICE IS FURTHER GIVEN that direct arguments for or against said measures may not be changed or withdrawn after 4:30 PM on February 19, 2013.
NOTICE IS FURTHER GIVEN that when the Registrar of Voters has selected the arguments for and against said measures, copies of the argument in favor of said measures shall be sent to the authors of the argument against and copies of the argument against shall be sent to the authors of the argument in favor. The authors may prepare and submit rebuttal arguments not exceeding 250 words. The rebuttal arguments must be filed with the Registrar of Voters by 4:30 PM on Tuesday, February 26, 2013. Rebuttal arguments shall be printed in the same manner as the direct arguments. Each rebuttal argument shall immediately follow the direct argument, which it seeks to rebut.
A verification form, available from the Election Office, must accompany all arguments and rebuttal arguments. Forms are available at www.marinvotes.org. For further information, contact the Elections Office at (415) 473-6437.
All materials pertaining to the measures will be available for public examination in the office of the Registrar of Voters for ten (10) days from the date of filing.
