San Rafael, CA – Marin County Department of Public Works’ (DPW) 2019 summer paving program for Marin’s central region will address three roads in the Sleepy Hollow neighborhood. The estimated $1 million project is scheduled to begin mid-July and is expected to be completed by the end of August.
This patchy and cracked pavement in Sleepy Hollow is scheduled for repaving. A total of 0.62 miles of roadway will be addressed on Hidden Valley Lane, Luzanne Circle and Tappan Road. The work on Hidden Valley Lane will be from Sleepy Hollow Drive to the end; Luzanne Circle from Irving Drive to Martling Road; and Tappan Road from Van Winkle Drive to the end. Hidden Valley Lane, which is one of the roads that accesses Hidden Valley Elementary School, will be targeted for completion first to avoid overlapping with the August 21 start date of the school year.
The three stretches will receive full-width grinding of the roadway, allowing for base failures to be repaired, thereby increasing the longevity of the new pavement. In addition to the resurfacing, drainage improvements and safety railing will be implemented. Pavement markings and traffic striping will also be upgraded to meet current safety standards.
Construction will take place from 8 a.m. to 5 p.m. weekdays. The work will require temporary periods of single-lane access during which the traffic flow will be controlled by flaggers. However, some sections of the roadway are too narrow to accommodate construction equipment and single-lane traffic at the same time. Those locations will require intermittent road closures to finalize the repaving process. Before those temporary closures, every effort will be made to provide notice and minimize the inconvenience for residents in the vicinity.
Funding for the planned improvements will be covered by the County’s Road and Bridge Rehabilitation Program. A separate paving project, which is still in the design phase, is slated for later this summer to target the southern region of Marin. Improving roadway conditions across unincorporated areas of Marin has been an ongoing commitment of the County for years and is one of the top priorities for the Board of Supervisors.
Which roads get addressed during any given paving season is based on an evolving list that is prioritized by a variety of complex factors. Some of the categories taken into consideration are the particular year’s funding allotment, permit availability, scheduling requirements, coordination with other projects and/or agencies, and each roadway’s pavement condition score. Each year, DPW aims to improve a balance of local, arterial and collector roads.
