San Rafael, CA – There are 15 chapters in a land use plan that governs what kind of development is allowable in Marin County’s rural areas along the Pacific coast, and all of them need to be certified by the California Coastal Commission. The County of Marin has completed 13 of those chapters and will present another one for discussion during a Marin County Planning Commission hearing on October 11.
The Local Coastal Plan is the guiding document for all development and land uses in West Marin.The County’s Community Development Agency (CDA) has been working on amendments to the original 1982 Local Coastal Plan (LCP) for several years. The LCP is the key document used by the County to manage conservation, beach access and development in West Marin’s coastal zone and dictates what land owners can do on their property. The amendment process is a response to changes in circumstances over the years, not the least of which is increasing sea-level rise.
On October 11, the Planning Commission will receive an update from County staff on a small but diverse set of proposed LCP amendments. The commission will consider 11 distinct issues, among them permitting for ongoing agriculture, educational agriculture tours, agriculture product sales and processing, public water supply projects, and rezoning of land.
Comments from the Planning Commission will be considered as planners update the LCP amendments and bring the same items to the Marin County Board of Supervisors on December 4.
The last and most complicated chapter of the LCP is called the Environmental Hazards section, which includes various environmental topics including sea-level rise. The CDA planning team intends to work with coastal communities and the Coastal Commission on that chapter in 2019.
