NOTICE OF ELECTION
Deadlines for Filing Arguments and Rebuttals for
Measures to Be Voted on in Marin County

June 5, 2018, Statewide Direct Primary Election

NOTICE IS HEREBY GIVEN by the Marin County Registrar of Voters that the Statewide Direct Primary Election will be held on Tuesday, June 5, 2018, at which time polls will be open from 7:00 a.m. until 8:00 p.m., and the following measures will be on the ballot.

REGIONAL

REGIONAL MEASURE 3 (RM 3)

Bay Area Traffic Relief Plan. Shall voters authorize a plan to reduce auto and truck traffic, relieve crowding on BART, unclog freeway bottlenecks, and improve bus, ferry, BART and commuter rail service as specified in the plan in this voter pamphlet, with a $1 toll increase effective in 2019, a $1 increase in 2022, and a $1 increase in 2025, on all Bay Area toll bridges except the Golden Gate Bridge, with independent oversight of all funds?

SCHOOL

MEASURE E - ROSS VALLEY SCHOOL DISTRICT

To provide local funding the State cannot take away, preserve high quality education in reading, writing, math, science, educationally sound class sizes, school libraries, art/music instruction, and attract and retain highly-qualified teachers, shall Ross Valley School District renew its existing $621.66 per parcel tax with 3% annual adjustments, raising $4,000,000 annually, for eight years, exemptions for seniors, annual audits and no funds for administrators’ salaries, legal or pension costs?

MEASURE H - STINSON BEACH COUNTY WATER DISTRICTH

Shall the appropriations limit of the Stinson Beach County Water District for Fiscal Year 2018-2019 be established at $2,095,177 and should the limit for that Fiscal Year (i.e., $2,095,177) be used to determine the limits for Fiscal Years 2019-2020 through 2021-2022?

NOTICE IS FURTHER GIVEN that arguments for or against the measure, with Argument Submission Form and Argument Signature Form, must be submitted to the Marin County Elections Department, Room 121, Marin Civic Center, San Rafael, California, by 4:30 p.m. on Monday, March 19, 2018. Arguments for or against the above measure must not be more than 300 words.

NOTICE IS FURTHER GIVEN that the governing board, or any member or members of the board, or any bona fide association of citizens, or any individual voter who is eligible to vote on the measures, or any combination of such associations and voters may submit written arguments for or against the measures. Arguments may not be changed or withdrawn after 4:30 p.m. on March 19.
The Registrar of Voters of Marin County will print one argument for and one argument against each measure in the Voter Information Guide, which is mailed to all registered voters in the district.

NOTICE IS FURTHER GIVEN that when the Registrar of Voters has selected the argument in favor and against each measure, the Registrar will send a copy of the argument in favor to the author of the argument against and a copy of the argument against to the author of the argument in favor. The authors may prepare and submit rebuttal arguments not exceeding 250 words. The rebuttal arguments must be filed with the Registrar of Voters by 4:30 p.m. on Monday, March 26, 2018. Rebuttal arguments shall be printed in the same manner as the direct arguments. Each rebuttal argument shall immediately follow the direct argument, which it seeks to rebut.

The Argument Submission Form and Argument Signature Form, available from the Elections Department, must be turned in with all arguments and rebuttals. For information or to obtain forms, contact the Elections Department at (415) 473-6437. Measure arguments and rebuttals will be available for public examination in the Elections Department for ten (10) days from each filing date.
