Notice of Election and Deadlines for Filing Arguments and Rebuttals for Measures to be Voted on in Marin County at the June 7, 2016, Presidential Primary Election

NOTICE IS HEREBY GIVEN by the Marin County Registrar of Voters that the Presidential Primary Election will be held on Tuesday, June 7, 2016, at which time polls will be open from 7:00 a.m. until 8:00 p.m., and the following measures will be on the ballot.

DISTRICT

SAN FRANCISCO BAY RESTORATION AUTHORITY MEASURE AA
San Francisco Bay Clean Water, Pollution Prevention and Habitat Restoration Program. To protect San Francisco Bay for future generations by reducing trash, pollution and harmful toxins, improving water quality, restoring habitat for fish, birds and wildlife, protecting communities from floods, and increasing shoreline public access, shall the San Francisco Bay Restoration Authority authorize a parcel tax of $12 per year, raising approximately $25 million annually for twenty years with independent citizen oversight, audits, and all funds staying local?

MARIN COMMUNITY COLLEGE DISTRICT BOND MEASURE B
To update/maintain College of Marin campuses that prepare students for 4-year universities and careers, shall Marin Community College District modernize classrooms, science, computer/ biotechnology labs, repair, modernize and provide job-training classrooms, ensure classrooms meet earthquake, fire and safety codes, provide access for disabled students, and repair, construct, acquire, and equip classrooms, labs, sites and facilities by issuing $265,000,000 in bonds, at legal rates, which cannot be taken by the State, with citizens’ oversight and all funds staying local?

NOTICE IS FURTHER GIVEN that arguments for or against the district and school measures, with both a signed Submission Form and Signature Form, must be submitted to the Marin County Elections Department, Room 121, Marin Civic Center, San Rafael, California, by 4:30 p.m. on Monday, March 21, 2016. Arguments for or against the measures must not be more than 300 words.

NOTICE IS FURTHER GIVEN that the governing board, or any member or members of the board, or any bona fide association of citizens, or any individual voter who is eligible to vote on the measures, or any combination of such associations and voters may submit written arguments for or against the measures. Arguments may not be changed or withdrawn after 4:30 p.m. on March 21.

The Registrar of Voters of Marin County will print one argument for and one argument against each measure in the Voter Information Pamphlet, which is mailed to all registered voters in the district.

NOTICE IS FURTHER GIVEN that when the Registrar of Voters has selected the argument in favor and against each measure, the Registrar will send a copy of the argument in favor to the author of the argument against and a copy of the argument against to the author of the argument in favor. The authors may prepare and submit rebuttal arguments not exceeding 250 words. The rebuttal arguments, along with a signed Authorization Form, must be filed with the Registrar of Voters by 4:30 p.m. on Monday, March 28, 2016. Rebuttal arguments shall be printed in the same manner as the direct arguments. Each rebuttal argument shall immediately follow the direct argument, which it seeks to rebut.

The pertinent argument forms, available from the Elections Department, must be turned in with all arguments and rebuttals. Forms are available on our website. For further information, contact the Elections Department at (415) 473-6437.

Measure arguments and rebuttals will be available for public examination in the Elections Department for ten (10) days from each filing date.

NOTE: Arguments for or against measures on the ballot for the cities of Belvedere and San Rafael must be filed with the respective City Clerk. Check with the City Clerk for the requirements and deadlines to file arguments and rebuttals.
