Deadlines for Filing Arguments and Rebuttals for School and District Measures November 3, 2015, Uniform District Election

NOTICE IS HEREBY GIVEN TO ALL QUALIFIED PERSONS by the Marin County Registrar of Voters that the following school and district measures will be on the ballot for the November 3, 2015, Uniform District Election:

SCHOOL

SAN RAFAEL CITY ELEMENTARY SCHOOL DISTRICT BOND MEASURE A
To upgrade and repair schools with local funding that cannot be taken by the State, shall San Rafael City Elementary School District update, renovate/construct science, technology, engineering, math/core academic classrooms, replace aging electrical, plumbing/HVAC systems, make classrooms accessible for students with disabilities, repair, construct, acquire/equip classrooms, sites and facilities by issuing $108,225,000 of bonds at legal rates, with citizen oversight, no money for administrators’ salaries, benefits or pensions, and all funds used for San Rafael schools?

SAN RAFAEL CITY HIGH SCHOOL DISTRICT BOND MEASURE B
To upgrade and repair schools with local funding that cannot be taken by the State, shall San Rafael City High School District update, renovate/construct science, technology, engineering, math/core academic classrooms, replace aging electrical, plumbing/HVAC systems, make classrooms accessible for students with disabilities, repair, construct, acquire/equip classrooms, sites and facilities by issuing $160,500,000 of bonds at legal rates, with citizen oversight, no money for administrators’ salaries, benefits or pensions, and all funds used for local high schools?

SPECIAL DISTRICT

INVERNESS PUBLIC UTILITY DISTRICT MEASURE G
Shall the appropriations limit established for the Inverness Public Utility District pursuant to Article XIIIB of the California Constitution be adjusted to include the combined total of all applicable revenue sources for the fiscal years 2015/2016 through 2017/2018 in order to ensure an adequate funding base for the Inverness Public Utility District?

MARINWOOD COMMUNITY SERVICES DISTRICT MEASURE H
Shall the appropriations limit established for Marinwood Community Services District pursuant to Article XIII B of the California Constitution be increased over the appropriations limit established by said article for each of the four fiscal years 2016-2017 through 2019-2020 in the amount equal to the revenue received from the special tax for fire protection and emergency services previously approved by the voters in November, 2011.

MARINWOOD COMMUNITY SERVICES DISTRICT MEASURE I
To provide park, open space and street landscape maintenance, shall an ordinance be adopted to replace the existing special tax of $189.56 per parcel with a special tax of $189.56 per unit on each parcel within the Marinwood Community Services District, with an annual cost of living adjustment, and to increase the District appropriations limit by the amount of the proceeds received from the special tax?

NOTICE IS FURTHER GIVEN that arguments for or against the measures, with both a signed Submission Form and Signature Form, must be submitted to the Marin County Elections Department, Room 121, Marin Civic Center, San Rafael, California, by 4:30 p.m. on Monday, August 17, 2015. Arguments for or against the above measures must not be more than 300 words.

NOTICE IS FURTHER GIVEN that the governing board, or any member or members of the board, or any bona fide association of citizens, or any individual voter who is eligible to vote on the measure, or any combination of such associations and voters may submit written arguments for or against the measure. Arguments may not be changed or withdrawn after 4:30 p.m. on August 17.

The Registrar of Voters of Marin County will print one argument for and one argument against each measure in the Voter Information Pamphlet, which is mailed to all registered voters in the district.

NOTICE IS FURTHER GIVEN that when the Registrar of Voters has selected the argument in favor and against each measure, the Registrar will send a copy of the argument in favor to the author of the argument against and a copy of the argument against to the author of the argument in favor. The authors may prepare and submit rebuttal arguments not exceeding 250 words. The rebuttal arguments, along with a signed Authorization Form, must be filed with the Registrar of Voters by 4:30 p.m. on Monday, August 24, 2015. Rebuttal arguments shall be printed in the same manner as the direct arguments. Each rebuttal argument shall immediately follow the direct argument, which it seeks to rebut.

The pertinent argument forms, available from the Elections Department, must be turned in with all arguments and rebuttals. Argument forms are available on our website. For further information, contact the Elections Department at (415) 473-6437.

Measure arguments and rebuttals will be available for public examination in the Elections Department for ten (10) days from each filing date.
