NOTICE IS HEREBY GIVEN by the Marin County Registrar of Voters that the following county, school and district measures will be on the ballot for the November 4, 2014, General Election:
COUNTY
COUNTY OF MARIN MEASURE A
Marin County Emergency Communications and 911 Response Measure. To replace Marin County’s aging emergency communications system; reduce 911 response times; improve communications reliability during earthquakes, floods, fires, and other disasters; and ensure reliable communications among police, fire, and paramedic first responders throughout Marin County, shall an ordinance be adopted authorizing an annual parcel tax for 20 years based on land use, including $29 per single-family home, with public audits, expenditure reports, citizen oversight and low-income senior exemptions?
SCHOOL
BOLINAS-STINSON UNION SCHOOL DISTRICT BOND MEASURE B
To improve the quality of education with funding that cannot be taken by the state; improve student access to instructional technology; make health, safety and handicapped accessibility improvements; modernize outdated classrooms, restrooms, and school facilities; and renovate the multi-purpose room; shall the Bolinas-Stinson Union School District issue $9,000,000 of bonds at legal interest rates, have an independent citizens’ oversight committee and have no money used for administrative or teacher salaries?
DIXIE SCHOOL DISTRICT BOND MEASURE C
To upgrade and repair schools with local funding that cannot be taken by the State, shall Dixie Elementary School District: update aging classrooms and instructional technology; provide updated middle school science classrooms; upgrade electrical wiring to current safety codes; improve campus safety and security; repair, construct, acquire, equip, classrooms, sites, facilities, by issuing $30 million of bonds at legal rates, with citizen oversight, no money for administrators, salaries, benefits or pensions and all funds used for local schools?
KENTFIELD SCHOOL DISTRICT BOND MEASURE D
To improve educational facilities with funding that cannot be taken by the State; modernize, renovate, and/or construct classrooms, restrooms and school facilities to reduce student overcrowding; enhance student access to technology; make health and safety improvements; and replace outdated windows and heating, ventilation, and air-conditioning systems, shall the Kentfield School District issue $30,000,000 of bonds at legal interest rates, have an independent citizens’ oversight committee and have no bond money used for administrator salaries?
ROSS SCHOOL DISTRICT MEASURE E
Ross School District Special Parcel Tax. To support high quality, innovative academic programs; attract and retain highly qualified teachers; maintain low student-to-teacher ratios; support the visual and performing arts and technology integration; and offset funding cuts by the State; shall the Ross School District renew its existing education parcel tax for eight years, with a one-time increase of $184, maintaining 3% annual adjustments, all funds staying local, with exemptions for property owners aged 65 and older?

Shall there be a continuation of the four year special tax for paramedic services in the amount of $57 in the first year and raising the tax $6 annually to a maximum of $75 per taxable living unit, or per 1,500 square feet of structure on a developed parcel in non-residential use, with the appropriations limit increased by the amount of said tax for the next four years?

MARIN HEALTHCARE DISTRICT MEASURE R
To allow Marin General Hospital to remain a non-profit, locally governed hospital and to require that revenues from the hospital be reinvested into improving patient care, equipment, advanced programs for heart disease, stroke, diabetes, cancer and seismic upgrades, shall Marin Healthcare District continue to lease Marin General Hospital to the non-profit Marin General Hospital Corporation for an annual rent of $500,000 in accordance with the Hospital Lease Agreement dated August 6, 2014, and Resolution 2014-04 adopted August 5, 2014 ?
SLEEPY HOLLOW FIRE PROTECTION DISTRICT MEASURE S
Shall there be a continuation of the four year special tax for paramedic services in the amount of $57 in the first year and raising the tax $6 annually to a maximum of $75 per taxable living unit, or per 1,500 square feet of structure on a developed parcel in non-residential use, with the appropriations limit increased by the amount of said tax for the next four years?
STRAWBERRY RECREATION DISTRICT BOND MEASURE T
Shall the Strawberry Recreation District issue bonds not to exceed $3,500,000 for the benefit of the District, its residents and children to finance the acquisition and construction of a new community building replacing the aging pool house, including a new foundation, sewer and gas lines, bathrooms and preparation for a future pool deck upgrade, and main building upgrades, including new electrical and lighting, bathrooms, sprinklers, energy efficient doors and windows, balcony improvements, kitchen upgrades and improved storage?
NOTICE IS FURTHER GIVEN that arguments for or against the measures, with signed Verification Form, must be submitted to the Marin County Elections office, Room 121, Marin Civic Center, San Rafael, California, by 4:30 p.m. on Monday, August 18, 2014. Arguments for or against the above measures must not be more than 300 words.
NOTICE IS FURTHER GIVEN that the governing board, or any member or members of the board, or any bona fide association of citizens, or any individual voter who is eligible to vote on the measure, or any combination of such associations and voters may submit written arguments for or against the measure. Arguments may not be changed or withdrawn after 4:30 p.m. on August 18.
The Registrar of Voters of Marin County will print one argument for and one argument against each measure in the Voter Information Pamphlet, which is mailed to all registered voters in the district.
NOTICE IS FURTHER GIVEN that when the Registrar of Voters has selected the argument in favor and against each measure, the Registrar will send a copy of the argument in favor to the author of the argument against and a copy of the argument against to the author of the argument in favor. The authors may prepare and submit rebuttal arguments not exceeding 250 words. The rebuttal arguments must be filed with the Registrar of Voters by 4:30 p.m. on Monday, August 25, 2014. Rebuttal arguments shall be printed in the same manner as the direct arguments. Each rebuttal argument shall immediately follow the direct argument, which it seeks to rebut.

Measure Arguments and Rebuttals will be available for public examination in the Elections office for ten (10) days from each filing date.
