Notice of Election and Deadlines for Filing Arguments and Rebuttals for Measures to be Voted on in Marin County

NOVEMBER 5, 2024, General Election

NOTICE IS HEREBY GIVEN by the Marin County Registrar of Voters that the date of the statewide General Election is Tuesday, November 5, 2024, and the following measures will be on the ballot. Arguments and rebuttals must be filed during regular business hours, weekdays 8 AM to 4:30 PM.

SCHOOLS

Arguments for Measure AA must be filed with the Sonoma County Elections Department by Friday, August 16. Call 707.565.6800 or email rov-info@sonoma-county.org for information about requirements

MEASURE AA – PETALUMA JOINT UNION HIGH SCHOOL DISTRICT

Local High/ Junior High School Improvement Measure. To repair/ upgrade local high/ junior high school classrooms, science labs, technology/ job training facilities; improve fire/ earthquake safety/ campus security; remove hazardous materials like lead/ asbestos; repair leaky roofs, outdated portable classrooms, HVAC, electrical, plumbing; shall Petaluma Joint Union High School District’s measure be adopted authorizing $159,000,000 in bonds at legal rates, at $30 per $100,000 assessed value while bonds are outstanding ($9,100,000 annually), with independent oversight, and no funds for administrators?

BONDS—YES                             BONDS—NO

MEASURE B – TAMALPAIS UNION HIGH SCHOOL DISTRICT

To complete high priority repairs and upgrades at local high schools, including replacing classrooms/ science labs/ technology; repairing/ replacing leaky roofs and inefficient heating/ cooling/ electrical/ plumbing systems; updating art/ music classrooms/ facilities; and replacing outdated portable classrooms, shall Tamalpais Union High School District’s measure be adopted authorizing $289,000,000 in bonds at legal rates, levying $18 per $100,000 assessed value while bonds are outstanding ($20,700,000 annually) with independent oversight, audits, no funds for administrators and all funds locally controlled?

MEASURE C – BOLINAS-STINSON UNION SCHOOL DISTRICT

To provide competitive salaries, offer instructional programs including Visual and Performing Arts, support diverse learners, achieve educational goals, and fund school operations, shall Bolinas Stinson Union School District’s measure be adopted levying a $390.00 parcel tax, commencing July 1, 2025 for five years, with a 3% annual increase, and exemptions for persons 65 and older, with an estimated $682,500 generated annually from said assessment?

MEASURE E – CITY OF BELVEDERE

Kentfield School District Safe, Warm and Dry Schools Measure. To repair and upgrade Bacich Elementary School and Kent Middle School; repair or replace failing roofs; protect safe drinking water; repair deteriorating student restrooms and plumbing; and improve campus fencing, energy and security, shall Kentfield School District’s measure be adopted authorizing $48,000,000 in bonds at legal rates, levying $29 per $100,000 of assessed value ($3,600,000 annually) while bonds are outstanding, requiring independent oversight, annual audits and all funds locally controlled for Kentfield schools only?

MEASURE G – SAUSALITO MARIN CITY SCHOOL DISTRICT

To attract and retain highly-qualified teachers and support staff, continue funding critical academic programs in math, science, reading, writing and arts, maintain manageable class sizes, shall Sausalito Marin City School District’s measure levying a parcel tax at $0.15/building area square foot up to 23,000 square feet, and $25/unimproved parcel, be adopted, providing $1,300,000 annually for 8 years, that can’t be taken by the State, with independent citizen oversight, low income senior exemption, and money locally-controlled?

MEASURE Q – STINSON BEACH FIRE PROTECTION DISTRICT

Shall the appropriations limit established for the Stinson Beach Fire Protection District pursuant to Article XIII B of the California Constitution is adjusted to include the combined total of all revenue Sources for the fiscal years 2023-2024 through 2024-2029 in order to continue funding for the fire protection and ambulance services Provided by the District?

MEASURE R – STINSON BEACH FIRE PROTECTION DISTRICT

STo preserve local fire and emergency response services; attract and retain qualified local firefighters and paramedics; prepare for and respond to wildfires, floods, earthquakes, and disasters; and maintain rapid 911 response times; shall Stinson Beach Fire Protection District’s measure levying $0.42 per building area square foot, generating $700,000 annually until ended by voters, be adopted, with annual adjustments, citizens’ oversight, independent audits and all funds spent locally?

NOTICE IS FURTHER GIVEN that arguments for or against Measures B, C, E, G, Q, R, with Argument Submission Form and Argument Signature Form, must be submitted to the Marin County Elections Department, Room 121, Marin Civic Center, San Rafael, California, by 4:30 PM on Monday, August 19, 2024. Arguments for or against the measures must not be more than 300 words. Arguments for Measure AA are filed with the Sonoma County Elections Department by Friday, August 16. Call 707.565.6800 or email rov-info@sonoma-county.org for information about requirements. For Measures H, I, J, K, L, M, N, O, P, arguments must be filed with the city/town clerk. Contact clerk for information about requirements and deadlines.

NOTICE IS FURTHER GIVEN that the governing board, or any member or members of the board, or any bona fide association of citizens, or any individual voter who is eligible to vote on the measures, or any combination of such associations and voters may submit written arguments for or against the measures. Arguments may not be changed or withdrawn after 4:30 PM on August 19.

The Marin County Registrar of Voters will print one argument for and one argument against each measure in the Voter Information Guide, which is mailed to all registered voters in the jurisdiction.

NOTICE IS FURTHER GIVEN that when the Registrar of Voters has selected the argument in favor and against each measure, the Registrar will send a copy of the argument in favor to the author of the argument against and a copy of the argument against to the author of the argument in favor. The authors may prepare and submit rebuttal arguments not exceeding 250 words. The rebuttal arguments must be filed with the Registrar of Voters by 4:30 PM on Monday, August 26, 2024. Rebuttal arguments shall be printed in the same manner as the direct arguments. Each rebuttal argument shall immediately follow the direct argument that it seeks to rebut.

The Argument Submission Form and Argument Signature Form, available from the Elections Department, must be turned in with all arguments and rebuttals. For information or to obtain forms, contact the Elections Department at (415) 473-6437. Measure arguments and rebuttals will be available for public examination in the Elections Department for ten (10) days from each filing date.

NOTICE IS FURTHER GIVEN that the first day to vote at the Marin Civic Center Elections Department and the first day for the Registrar of Voters to mail vote-by-mail ballots for the General Election is October 7, 2024. The Marin County Elections Department is located at 3501 Civic Center Drive, Room 121, San Rafael, California, 94903.

NOTICE IS FURTHER GIVEN that early voting will be available at select vote centers starting 10 days prior to Election Day. Additional vote centers will open starting 3 days prior to Election Day. Check our list of vote centers for locations and hours of operation. All vote centers will be open from 7 AM to 8 PM on Election Day, Tuesday, November 5, 2024.
