Account for Returned Provisional Ballots

Background

On the day after Election Day, office staff opens the bags of provisional ballots returned from each polling place. Staff members count and log the number of Provisional ballots from each precinct to confirm that the number of ballots returned is the same number reported on the Roster by the precinct Inspector.

Procedures

Account for Provisional Ballots Returned From the Polls

Work on one polling place bag at a time. If there are multiple precincts in one bag, work with one precinct at a time.

  1. Write the number of provisional ballots from the Ballot Statement (on front cover of Roster) on the Log of Provisional Ballots Returned from the Polls. If the Inspector did not record the number of provisional ballots on the precinct Roster, write NR (not recorded) on the log sheet.
  2. Unseal the bag and count the ballots. If there is more than one precinct in the bag, separate the ballots into their individual precincts and count the ballots in each precinct.
  3. Record the number of provisional ballots you counted for each precinct on the Log Sheet.
  4. Compare the number of ballots reported by the Inspector in the precinct with the number of ballots you counted for the precinct.
  5. If you counted fewer ballots than the number of ballots the Inspector recorded on the Roster, take following steps in order listed:
    • Recount the ballots. Check all precincts returned in same bag.
    • Ask Logistics to check the Deputy and Chief bags, the blue VBM/Provisional bags, the ballot box and supplies used in the precinct for additional ballots.
    • If numbers still don’t match, refer matter to Assistant Registrar.
  6. If you counted more ballots than the number of ballots the Inspector recorded on the Roster, take following steps in order listed:
    • Recount the ballots from each precinct.
    • If you still count more ballots, refer matter to Assistant Registrar to investigate.
  7. Put the batches of ballots into a mail tray in precinct order.
  8. Continue the same process for every precinct until finished.
