August 2019 Update: A public hearing has been scheduled for September 24, 2019, at 10:00 a.m. (or as soon thereafter) regarding a reorganization of the Murray Park Sewer Maintenance District (MPSMD) into the Ross Valley Sanitary District (RVSD).
Consolidation of sanitation special districts in Marin County has been an ongoing discussion of governance throughout the state of California. Several key reports have been developed over the years addressing special district governance conditions in Marin County dating back to 2005. One of the explicit findings of a 2017 Marin Local Agency Formation Commission (LAFCo) study was the recommendation to reorganize MPSMD into the RSVD. The number one recommendation of a 2018 Marin County Civil Grand Jury report was for LAFCo to complete the planned reorganization of MPSMD and RVSD.
February 2020 Update: The Marin Local Agency Formation Commission (LAFCo) held a public hearing on December 12, 2019 regarding the reorganization of the Murray Park Sewer Maintenance District (MPSMD) into the Ross Valley Sanitary District (RVSD). This hearing followed a hearing held by the Marin County Board of Supervisors on September 24, 2019 and the RVSD Board on October 16, 2019. At the December Hearing, LAFCo approved Resolution 19-08 that approves the Reorganization of MPSMD into RVSD and subsequently dissolves the MPSMD. LAFCo is performing other administrative and procedural actions to complete this reorganization such as: checking and verifying the MPSMD district boundary map; filing the change with the State Board of Equalization (SBE); obtaining a Certification of Completion (CoC) from the County Recorder’s office; and finally ensuring that the boundary changes are accurately reflected in Marin Map. Current residents may still see “Murray Park” on their property tax billings in 2020 until all of the procedural steps described above are complete.

Murray Park Sewer Maintenance District (MPSMD)
The Murray Park Sewer Maintenance District (MPSMD) is located in a small residential area between the City of Larkspur and Kent Woodlands. The MPSMD was created by a resolution of the Marin County Board of Supervisors (BOS) in 1949 and includes about 5,500 feet of sewer pipelines, serving 91 living units. The BOS serves as the MPSMD Board of Directors. The sewer system drains into a sewer system owned and maintained by the Ross Valley Sanitary District. An annual sewer service charge of $472 per living unit is assessed to fund system maintenance, repairs and other operational costs.
San Quentin Village Sewer Maintenance District (SQVSMD) Information
The SQVSMD was established by resolution of the Marin County Board of Supervisors (BOS) in 1962. The BOS also serves as the SQVSMD Board of Directors. The District serves 45 residential living units and encompasses a small area on either side of Main Street in San Quentin Village, ending about a 100 feet in front of the San Quentin Prison East Gate. The sewer collection system includes about 1,500 linear feet of sewer pipelines, 12 manholes, and a pump station. SQVSMD wastewater is collected by the San Quentin Prison sewer system, which is then pumped to the Central Marin Sanitation Agency (CMSA) treatment plant in San Rafael. CMSA provides operations and maintenance services for the District. An annual sewer charge of $472 per living unit is assessed by the County Tax Collector to fund maintenance, repairs and other operational costs.
