Definition

Under general supervision, to learn and perform data collection and analysis for the purpose of making market value appraisals of residential, commercial, industrial, recreational, agricultural and rural properties; and to perform related work as assigned.

Class Characteristics

Appraiser I

This is the entry-level class in this professional appraisal series. Initially under close supervision, incumbents learn to identify pertinent factors and to make market appraisals of the less complex properties and improvements. As experience is gained, there is greater independence of action within established guidelines and the scope and complexity of the property and improvements appraised increases. This class is alternately-staffed with Appraiser II and incumbents may advance to the higher-level after gaining experience, demonstrating proficiency and consistently performing work which meet the qualifications for the higher-level class.

Appraiser II

This is the experienced level in this class series, fully competent to independently perform the full range of market appraisals for a variety of real property and improvements. Consistent with the needs of the department, appraisal assignments may be performed on a telecommuting basis, with work being assigned and reviewed by an Appraiser III. Successful performance of the work requires the ability to organize and schedule own work and to perform research and gather data independently

Examples of Duties (Illustrative Only)

Note: The following duties are performed by employees in this classification; however, employees may perform related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  • Appraises residential, commercial, recreational, industrial, agricultural and rural property in an assigned geographic area.
  • Gathers data and analyzes cost, market and income data related to the area to which assigned; values land, improvements and structural additions, alterations, demolitions, changes and damages to real property.
  • Analyzes changes in land use, zoning and building regulations and economic trends affecting property values, including improvements in relation to the neighborhood.
  • Analyzes interim uses of land in relation to current zoning and highest and best use.
  • Determines types of depreciation and the effects upon market value; determines depreciation trends and their effect upon residential values.
  • Collects, analyzes and correlates sales, cost, lease, rent, business income and expense data; capitalizes income into indicators of value.
  • Reads and interprets legal descriptions of real property, topographical maps, plans and drawings.
  • Measures, diagrams and describes structures and improvements, computing square-foot area and noting characteristics which affect the assessed value of the property.
  • Prepares a variety of reports and maintains records regarding assessment activities.
  • Provides assessment information to property owners, builders, real estate brokers, governmental agencies, residents and the public.
  • Prepares information and assists in preparing cases for Assessment Appeals Board presentations.
  • Maintains accurate records and files related to work performed.
  • Uses a variety of standard office equipment, including a computer.

Minimum Qualifications

Appraiser I

Equivalent to graduation from a four-year college or university with major course work in business or public administration, economics, engineering or a field related to the work. Experience in the appraisal of real property, building cost estimating, engineering, accounting, or in buying, selling or managing real estate, or in a related area as defined by the State of California may be substituted for the education on a year-for-year basis.

Appraiser II (in addition to the above)

One year of experience in appraising real property and related improvements.

Certificates and Licenses

Must obtain certification as an Appraiser issued by the State Board of Equalization within one year of appointment as an Appraiser I must possess such certification or obtain temporary certification within three months of appointment and permanent certification within six months of appointment as an Appraiser II.


Special Sub-class Recruitments

Recruitments for positions in this class may be conducted according to the program or department in which a vacancy exists and the special certificates, licenses and/or experience requirements of the position.

Recruitment for these positions may be conducted to include bilingual ability according to the needs of the department.

  • Applicable laws, codes, regulations and court decisions.

Ability To

  • Appraise a variety of real property and improvements in an accurate and consistent manner.
  • Assemble, analyze, interpret and summarize a variety of land use and cost data.
  • Interpret, apply and explain laws, regulations and policies related to the assessment function.
  • Read and interpret maps, plans and blueprints.
  • Maintain accurate records and files.
  • Enter information into a computer with sufficient speed and accuracy to meet work standards.
  • Prepare clear and accurate reports, correspondence and other written materials.
  • Organize own work, meeting schedules and deadlines and working without direct supervision.
  • Establish and maintain effective working relationships with those contacted in the course of the work.

Physical Demands

Mobility to work in a typical office setting, to use standard office equipment, including a computer, and to stand, walk and inspect a variety of residential, commercial, industrial and other real properties and improvements; vision to read printed materials and a computer screen and to inspect property and improvements; and hearing and speech to converse in person and over the telephone.


Working Conditions

Specified positions may perform a portion of their work from home on a telecommuting basis, depending upon the needs of the department.
