Project Description

On August 13, 2015, the Deputy Zoning Administrator of the County of Marin approved Coastal Permit (CP 15-21) and Design Review (DR15-84), allowing for the construction of two new additions totaling 1,364 square feet on both sides of the existing residence on a developed lot in Inverness. The project also included the construction of a 240 square foot detached accessory structure. The cumulative building area approved was 3,273 square feet, the cumulative floor area was 3,033 square feet and the floor area ratio on the 43,560 square foot lot was 6.9 percent. The residence would have reach a maximum height of 24 feet, 6 inches above surrounding grade and the exterior walls would have the following minimum setbacks: greater than 100 feet from the west front property line, 37 feet from the north side property line, 31 feet from the south side property line, and greater than 100 feet from the east rear property line. The approved detached accessory structure would have reach a maximum height of 11 feet above surrounding grade and the exterior walls would have the following minimum setbacks: greater than 100 feet from the west front property line, 61 feet, 4 inches from the north side property line, 38 feet, 9 inches from the south side property line, and greater than 100 feet from the east rear property line. Various site improvements were also entailed in the approved development, including the installation of a new septic system, landscaping and hardscape improvements.

In the current application, the applicant is requesting an amendment to the previous Coastal Permit and Design Review approval to allow modifications to the previously approved project. He intends to tear down an existing residence to construct a new 2-story 3,387 square foot single family residence. The application also includes the construction of two new detached accessory structures. The proposed development would result in a building area of 3,501 square feet and a floor area of 3,387 square feet. Therefore, the project would result in a floor area ratio of 7.7 percent of the 43,560 square foot lot. The residence would reach a maximum height of 24 feet, 6 inches above surrounding grade and the exterior walls would have the following minimum setbacks: greater than 100 feet from the west front property line, 40 feet 6 inches from the north side property line, 25 feet from the south side property line, and greater than 100 feet from the east rear property line.

The workshop detached accessory structure would have reach a maximum height of 10 feet above surrounding grade and the exterior walls would have the following minimum setbacks: greater than 100 feet from the west front property line, 5 feet, 2 inches from the north side property line, 100 feet from the south side property line, and greater than 100 feet from the east rear property line. The storage shed detached accessory structure would have reach a maximum height of 10 feet above surrounding grade and the exterior walls would have the following minimum setbacks: greater than 100 feet from the west front property line, greater than 100 feet from the north side property line, 8 feet from the south side property line, and greater than 100 feet from the east rear property line. Various site improvements will also be entailed in the development, including the installation of a new septic system, landscaping and hardscape improvements.

A Coastal Permit is required for the new construction of a single family residence and the installation of the individual sewage disposal system permit. Design Review is required for the new construction of buildings, structures, and physical improvements in a Planned Zoning District.
