The 110-acre project site is situated on the southeastern tip of the Tiburon Peninsula bordering Paradise Drive. Assessor’s Parcel Number 059-251-05.
Main Component of the Project
The applicant, Martha Company, is requesting County of Marin consideration of a modified site plan for 43-single family detached residential lots on the 110-acre project site. In addition, two public open space lots, one water tank lot (0.36 acre) for construction of a new 180,000-gallon water storage tank, and a small parcel for possible use by the Marin Emergency Radio Authority (MERA) are proposed. The two open space lots comprise approximately 74.75 acres. Pedestrian access easements would be provided linking adjacent neighborhoods to both existing open space and the two proposed public open space parcels.
The original Martha Company applications for a Rezoning, Master Plan, Precise Development Plan, Tentative Map and Exceptions to Marin County’s road improvement standards were submitted in December 2008 and deemed Complete by the County of Marin on May 28, 2009.
A Draft and Final EIR for the 2008 Easton Point Residential Project were prepared and circulated for public review and comment, however Final EIR certification is still pending a decision by the Marin County Board of Supervisors. The Draft and Final EIR and associated amendments can be found on the Marin County Community Development Agency’s environmental website.
On June 6, 2017 the Martha Company submitted a modified project Master Plan and other technical documents for County of Marin review and Board of Supervisors consideration. The applicant’s submittal letter states that the modified project provides an alternative master plan layout that addresses the key issues the Board of Supervisors raised at their March 11, 2014 hearing to consider certification of the Final EIR.
The submission includes a modified site plan, with a revised lot layout, modified road alignments, and a preliminary grading and utility plan. The submittal package also includes a modified landscape plan, a biological analysis of the modified site plan, and an updated geology report that includes an assessment of the modified site plan.
Other than the modifications included in the June 6, 2017 submittal all the remaining project information remaining on file and used by the Marin CDA to deem the Original Application Complete for processing remain unchanged.
At this time the applicant has elected to seek a first phase of approvals including Final EIR certification, a decision on the rezoning application, and a decision on the merits of the Modified Easton Point Master Plan in compliance with the Court Judgment governing the application. Once the Final EIR is certified, and the rezoning and master plan are decided, the applicant intends to submit a future Precise Development Plan and Tentative Map applications for subsequent County review and approval.
Modified Project Description
The modified project description incorporates the original request to rezone the project site from Single Family Residential (R-1) and Residential Multiple Planned District (RMP-0.2) to Residential Single Family Planned (RSP). The submittal includes a modified site plan layout containing 43 residential lots for development of single-family detached homes. In addition, two open space parcels (Parcel A - 68.89 acres and Parcel B - 5.86 acres) would be offered for dedication to the Marin County Open Space District. Parcel B is proposed as a Marin dwarf flax (a special status plant species) preserve. The modified site plan also proposes a 180,000-gallon concrete water tank that would be constructed on Parcel C (0.36 acres) at the 570 foot elevation and a small adjacent parcel for the possible construction of a MERA radio communication site. A common driveway would provide access to the water tank and MERA parcels.
The modified site plan proposes to construct roads and utilities to serve each of the 43 reconfigured residential lots. The modified site plan still includes a construction access road that would be used for all phases of project construction, including future home construction. The construction road would link the upper portion of the project site to Paradise Drive in the vicinity of the driveway now serving the existing Marin Municipal Water District storage tank site within the Easton Point project site.
Residential lots on the modified site plan would range in size from 0.5- to 1.67 acres. The 43-lot project has a gross density of one housing unit per 2.55 acres considering the entire 110-acre site area. Each residential lot includes a designated building site. The building site would include each lot’s residence. Conceptual building footprints are shown for each building site; footprint locations are illustrative only, provided to demonstrate that buildings of the proposed size would fit within the proposed building site for each lot. In addition all future development, including patios, pools, gardening sheds, etc., would be contained within the designated building site.
Houses are still proposed to range in size from 5,000 square feet to 8,750 square feet. The building footprints range in size from 2,500 square feet to 4,050 square feet. Each residential lot would be provided with a minimum of four off-street parking spaces, two of which would be in a garage.
A public pedestrian access easement is proposed along a portion of Ridge Road, up to Tam View Court, and along Tam View Court to provide access from the Hill Haven neighborhood to the existing adjacent public open space (Old St. Hilary’s Open Space Preserve and the Tiburon Uplands Nature Preserve). The proposed access easement would also provide access to Parcel A.
Site grading is intended to prepare the project site for residential development by installing roadways and utilities and repairing landslides and unstable areas. All proposed roadways serving the residential lots now comply with the standards contained in the Marin County Development Code. Therefore the applicant is no longer requesting an exception to Marin County’s road improvements standards.
