Note: The project has been revised to include alterations to the creek bed to address previously expressed concerns related to potential hydraulic impacts that could occur as a result of the current bridge configuration.
The applicant proposes to demolish an existing two-story 2,256-square foot single family residence and 442-square foot attached, unpermitted second unit and construct a new 2,792-square foot single family residence, 552-square foot attached garage, and 552-square foot attached second unit. The proposed three-story structure would have a maximum height of 29.9 feet, result in a 6.3% floor area ratio, and have the following minimum setbacks: 26.9 feet from the easterly front property line, 121.7 feet from the northerly side property line, 96.2 feet to the southerly side property line, and 109 feet from the westerly rear property line.
The project includes the legalization of a new unpermitted reinforced concrete bridge across Barranca Creek, located approximately 86 feet from the east front property line, 115 feet from the south side property line, and 80 feet from the rear property line. The light-duty/pedestrian bridge replaced a historic, wooden bridge in the same location.
Additional site improvements include the following; 1) The existing leach pit and septic tank located approximately 12 feet from the top of the creek bank would be abandoned and a new class II septic system would be installed approximately 60 feet from the top of bank and 19 feet from the front property line. 2) Removal of approximately 2,300 square feet of semi-pervious compact road base that will be replaced with new soil and planted with native grasses and clovers. 3) Construction of a one-car parking area at the existing entrance to Barranca Road and a new, second driveway from Barranca Road. 4) Installation of a new propane tank located six feet from the front property line. 5) Construction of a new entry gate located approximately two feet from the front property line. Design Review is required because the project would increase the building area by more than 1,000 square feet, result in a total building area over 4,000 square feet, and is located within a Stream Conservation Area (Marin County Code Section 22.42.055.)
