The applicant requests Conditional Use Permit and Design Review approval to construct a new commercial solar photovoltaic facility on a 260.7 acre developed lot in Petaluma. The proposed commercial solar facility would consist of ground mounted fixed-tilt arrays, located within a 4.5 acre project area. The proposed solar arrays would reach a maximum height of approximately seven feet, seven and a half inches above natural grade.
The solar array would be located the following distances from the property lines: 110 feet from the southern front property line; 1,993 feet from the eastern side property line; 240 feet from the western side property line; 3,038 feet from the northern rear property lines. Various site improvements would also be entailed in the proposed development, including a new access road, a 250 square foot electrical equipment pad, and a new chain link fence that would exceed eight feet in height surrounding the solar facility.
Conditional Use Permit approval is required for the development of commercial solar facilities in the A60 (Agriculture and Conservation) zoning district pursuant to Marin County Development Code (MCC) Section 22.08.030. Design Review approval is required for non-residential structures in the A60 zoning district pursuant to MCC Section 22.42.020.B.
