Project Description

As described in the attached materials, the Marin City Health and Wellness Center is requesting pre-application review to replace the existing Marin City Health Facility with a new facility that would include a new building with clinic, housing units and residential amenities. The new building would include 24 units affordable to very-low and extremely-low income households and a healthcare clinic offering ambulatory and preventative medical, dental, behavioral and recovery services. The applicant is pursuing the project under the State Density Bonus Law (Gov’t Code Sec. 65915 – 65918), the County’s Density Bonus Regulations Sec. 22.24.030.5(G) and Gov’t Code Sec. 65943.4 (commonly known as SB 35). The proposed project would entail the demolition of an existing approximately 4,000-square-foot, one-story building and construction of a four-story, 34,099-square-foot mixed-use building with 24 residential units. The main components of the project include:

  • A four-story mixed-use building on the Public Facilities (P-F) District;
  • At least two-thirds of the project would be dedicated for residential use;
  • 25,209 square feet would consist of 24 units and shared residential amenities while 8,890 square feet would be dedicated for health care services on the second floor;
  • Twenty-four rental units of various sizes provided on floors three and four. One unit would be reserved for onsite manager and the remaining 23 units would be lease to extremely-low and very-low income households and individuals;
  • Exterior walls would be set back at least 15 feet from all property lines;
  • 38 off-site vehicular parking spaces, accessible through Phillips Drive, which connects to Drake Avenue; and
  • Pedestrian access to the site is provided along the sidewalks at Drake Avenue and Phillips Drive.
