Agenda Item #7: The Board will hear a request from County Counsel staff to introduce an ordinance to impose administrative fines for violations of the County Code. Currently, enforcement is mostly limited to criminal proceedings or nuisance abatement procedures, which are considered time-consuming, expensive, and unnecessarily punitive. The proposal includes issuance of citations, notices of violation, and notice of accruing fines. Staff recommends introduction of ordinance and scheduling consideration of the adoption of the ordinance for March 15 on the Board's consent calendar.
The Board approved the introduction of the ordinance and scheduled consideration of its adoption for March 15 on the consent calendar.

The Board made the following appointments:

Agenda Item #10: No earlier than 5 p.m., the Board will have a joint session with the Marin County Planning Commission to hear an update about the Housing Element portion of the Countywide Plan, covering community outreach and public feedback on candidate housing sites. The Board plans to review and provide feedback on staff recommendations for candidate housing sites and alternative scenarios that address the state-mandated Regional Housing Need Allocation for housing production for the 2022-2030 planning period. Members of the two governing bodies could direct County staff to narrow down the list by eliminating some eligible locations. Staff is requesting Board direction on site alternatives.
The Board and Planning Commission conducted the joint session, accepted public comment, and gave direction to staff.
