Agenda Item #7: The Board will hear a request from the County Administrator’s Office to conduct a Tax Equity and Fiscal Responsibility Act (TEFRA) public hearing about the issuance of $355,000,000 of tax-exempt conduit bonds for improvements to existing landfill facilities for the benefit of Waste Management, Inc., in an amount not expected to exceed $5,000,000, for a project located within the County of Marin at the Redwood Landfill. TEFRA public hearings are required by the federal government to approve the issuance of tax-exempt debt. The hearing gives the public an opportunity to comment on the use of the tax-exempt funds by the borrowing institution to finance its capital needs. The landfill is just north of the Novato city limits. Staff recommends that the Board adopt a resolution approving the financing through the California Municipal Finance Authority.
