1. SPECIAL NOTICE on Meeting Participation

SPECIAL NOTICE

The Board of Supervisors is holding meetings that allow for remote participation as well as in-person participation in response to the continued COVID-19 pandemic. Zoom videoconferencing technology remains available for participants as it has been since March 2020. The Board members will participate in the Civic Center's Board chamber and encourage both types of participation. Those visiting the Board chamber are requested to wear a face covering and respect social distancing while watching the meeting and may lower their face covering when speaking at the microphone. For instructions and guidance on how to watch the meeting or submit public comment, visit the Board of Supervisors' meeting webpage. Viewers also may watch the Community Media Center of Marin's webcast. Comcast subscribers in Marin may watch on Channel 27.

2. Resolution Honoring Angela Nicholson

Agenda Item #6: Shortly after convening at 9 a.m., the Board will hear a request to adopt a resolution honoring Assistant County Administrator Angela Nicholson for her 15 years of service with the County of Marin. She held a variety of roles in Human Resources before spending the past eight years as one of two Assistant County Administrators. She also filled in as interim department head for several departments. 

Review

The Board adopted the resolution and thanked and congratulated Nicholson on her accomplishments with the County.

3. Discussion on Proposed Library Parcel Tax

Agenda Item #7: The Board will hear a request from the Marin County Free Library (MCFL) to provide policy direction concerning a recommendation to renew and increase a proposed library parcel tax. In June 2014, voters in the MCFL district renewed a $49 annual parcel tax (plus annual cost-of-living adjustments) to support library resources. The tax measure expires June 30, 2024. Staff requests that the Board schedule consideration of a resolution for July 19 to place measure on the November 8 General Election ballot.

4. Parks Intent to Purchase Property

Agenda Item #8: The Board will hear a request from the Marin County Parks Department to adopt a resolution issuing a Notice of Intent to Purchase Real Property at 665 N. San Pedro Road in unincorporated San Rafael, a parcel known locally as Buck's Landing. In a move to ensure more public access to San Francisco Bay wetlands and recreation, Parks seeks to purchase 7.27 acres of the Buck’s Landing on the edge of Gallinas Creek, a follow-up to the County's 2020 purchase of 33 acres of the property owned by the Smith family. Staff requests that the Clerk of the Board to publish a Notice of Intent to Purchase Real Property and schedule a public hearing to consider the consummation of the proposed purchase.

The Board adopted the resolution and provided direction to schedule a public hearing for August 9.

5. Agricultural Easement at McDowell Ranch

Agenda Item #10: The Board will hear a request from Marin County Parks to authorize the Board President to execute a grant agreement to the Marin Agricultural Land Trust for $1,817,300 in Measure A Farmland Preservation Program Funds for the purchase of an agricultural conservation easement over McDowell Ranch. The 723-acre ranch, an organic grass-fed beef cattle operation, is east of Tomales and would join a large swath of permanently protected properties encompassing more than 9,800 acres in northern Marin. 

Review

The Board authorized the Board President to execute the grant agreement and for the Measure A expenditures.

6. Appointments to Advisory Boards and Commissions

Agenda Item #14: The Board will consider six vacancies on the Disaster and Citizens Corps Council, four on the Fish and Wildlife Commission, four on the Health Council of Marin, one on the Commission on Aging, one on the County Service Area #33 (Stinson Beach) Board, one on the Human Rights Commission, and one on the Library Commission.
