1. SPECIAL NOTICE on Meeting Participation

SPECIAL NOTICE

The Board of Supervisors is holding meetings that allow for remote participation as well as in-person participation in response to the continued COVID-19 pandemic. Zoom videoconferencing technology remains available for participants as it has been since March 2020. The Board members will participate in the Civic Center's Board chamber and encourage both types of participation. Those visiting the Board chamber are requested to wear a face covering and respect social distancing while watching the meeting and may lower their face covering when speaking at the microphone. For instructions and guidance on how to watch the meeting or submit public comment, visit the Board of Supervisors' meeting webpage. Viewers also may watch the Community Media Center of Marin's webcast. Comcast subscribers in Marin may watch on Channel 27.

2. Resolution to Adopt Fair Housing Month

3. Resolution to Commend the Canal WiFi Team

Agenda item #4 (CA1d): The Board will review a request from Supervisor Rodoni to adopt resolution commending the Canal WiFi Team as a recipient of North Bay Leadership Council’s 2021 Leaders of the North Bay Award for “Empowering the Latino Community.

4. California Housing Accelerator Application for Homekey Project

Agenda Item #4 (CA 3a): The Board will review a request to adopt a resolution supporting California Housing Accelerator application by Eden Housing for the Homekey project located at 3301 Kerner Boulevard in San Rafael. The California Department of Housing and Community Development (HCD) announced the availability of California Housing Accelerator money for the purposes of supporting shovel-ready projects that, despite having received one or more awards from other HCD programs, are unable to move forward due to funding gaps that resulted from their inability to access tax-exempt bond allocations or low-income housing tax credits.

5. Mental Health Block Grant

Agenda Item #4 (CB 2a): The Board will review and vote on whether to accept $780,718 in Mental Health Block Grant (MHBG) American Rescue Plan Act (ARPA) funding through June 30, 2025, from the Department of Health Care Services (DHCS); accept $381,549 in MHBG Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) funding through December 31, 2022, from DHCS; execute a 2021-23 $990,335 renewal agreement with Felton Institute for the (re)MIND Marin program providing services to youth and young adults who present with early psychosis; and (iv) approve related one-time 2021-22 budget adjustments.

6. Housing Element Update (Sites Meeting #4).

Agenda Item #11: No earlier than 5 p.m., the Board will review and comment on the Community Development Agency staff recommendation for candidate housing sites that address the State-mandated Regional Housing Need Allocation (RHNA) for the 2022-2030 planning periodThe Community Development Agency is in the process of updating the Housing and Safety Elements, which are integral parts of the Countywide Plan (CWP). The Housing Element update will establish a strategy for meeting housing needs for the 2022-2030 planning period. The Safety Element is also being updated to incorporate policies focused on responding to potential adverse impacts associated with climate change, as well as specific new State law requirements related to flood and fire hazards.

The Board reviewed the sites, heard public comment, and provided direction to staff.
