Highlights of the November 02, 2021 Board Meeting:
The Board of Supervisors is holding meetings that allow for remote participation as well as in-person participation in response to the continued COVID-19 pandemic. Zoom videoconferencing technology remains available for participants as it has been since March 2020. The Board members will participate in the Civic Center's Board chamber and encourage both types of participation. Those visiting the Board chamber are requested to wear a face covering and respect social distancing while watching the meeting and may lower their face covering when speaking at the microphone. For instructions and guidance on how to watch the meeting or submit public comment, visit the Board of Supervisors' meeting webpage. Viewers also may watch the Community Media Center of Marin's webcast. Comcast subscribers in Marin may watch on Channel 27.
For 2021: Open time for public expression about topics that are not on the day's agenda has been moved to the start of the meeting in the interest of making the time slot more predictable for participants.

Agenda Item #8: The Board will hear a request from the Department of Public Works to adopt a resolution authorizing the purchase of real property at 101 B Street in Point Reyes Station from the Donovan Family Trusts. Staff recommends that the Board adopt the resolution, authorize the Board President to execute the Purchase and Sale Agreement plus associated documentation, and approve related budget adjustments.

Agenda Item #9: The Board will consider seven vacancies on the Child Care Commission plus four ratifications of appointments by the Marin County Superintendent of Schools, two vacancies on the Measure W West Marin TOT Oversight Committee, one on the Retirement Board, and one on the Youth Commission.

No earlier than 1:30 p.m., the Board will hear a request from the Department of Human Resources for the Board to award resolutions of commendation to MarinShares and Marinterns individuals and teams for 2020-2021. The Board founded the volunteer MarinShares program 42 years ago and has hosted recognition ceremonies for annual honorees since 1979-1980. Volunteers, student interns, and their staff supervisors offer experience, energy, and skills across the County organization. During 2020-2021, public health guidelines caused most MarinShares and Marinterns participants to be “on hold,” yet a core group, including these honorees, was able to contribute in person and remotely.
The Board awarded the resolutions and thanked all MarinShares and Marintern honorees.

The Board will hear a request from the Department of Public Works to consider an amendment to the 2009 San Rafael Rock Quarry (SRRQ) amended Reclamation Plan final environmental impact report and an amendment to the conforming amended Reclamation Plan of 2010. The quarry at 1000 Point San Pedro Road in eastern San Rafael has had a vested right to mine since the 1970s. These amendments would approve a 20-year extension for the completion of reclamation activities at the site. Staff recommends that the Board adopt the resolution and approve the conforming amended Reclamation Plan.
