Project Labor Agreement Policy Guidelines

Agenda Item 6: The Board will hear a request from the County Administrator to approve the concept of Project Labor Agreement (PLA) terms for projects. A PLA is a multi-employer, multi-union pre-hire agreement designed to systematize labor relations at a construction site and promote the training of local workers into sustainable-wage jobs. Used in large-scale projects, a winning bidder for a project agrees to use labor assigned from union halls and agrees to utilize local apprentices, building a local workforce in skilled labor trades. The PLA will define the number or percentage of non-unionized workforce allowed on the project. Staff proposes guidelines on labor and wage conditions, wages and benefits, contract term maintenance, and hiring and training practices.
