Highlights of the July 20, 2021 Board Meeting:
The Board of Supervisors is holding fully electronic meetings in response to the continued COVID-19 pandemic shelter-in-place order. The Board members participate using Zoom videoconferencing technology and encourage remote public participation in the meeting as well. For instructions and guidance on how to watch the meeting or submit public comment, visit the Board of Supervisors' meeting webpage. Viewers also may watch the Community Media Center of Marin's webcast. Comcast subscribers in Marin may watch on Channel 27.
For 2021: Open time for public expression about topics that are not on the day's agenda has been moved to the start of the meeting in the interest of making the time slot more predictable for participants.

Agenda Item #2: Shortly after convening at 9 a.m., the Board will hear a report from the County Administrator and possibly other County staff about the local COVID-19 response. The County proclaimed a local emergency and a public health emergency in early March 2020, and since then staff has worked in an Emergency Operations Center (EOC) to coordinate public response efforts.
The Board heard the report from Public Health Officer Dr. Matt Willis.

Agenda Item #9: The Board will hear a request to approve a real property purchase agreement with the City of San Rafael for 30 Joseph Court, San Rafael. The building is a former San Rafael Fire Department station. It was no longer needed when San Rafael built a new station on Civic Center Drive near the Civic Center. The fiscal impact to the County will result in one-time costs of approximately $1 million plus closing costs and title insurance. Staff recommends that the Board authorize the Board President to execute the agreement, execute a Certificate of Acceptance of Grant of Interest in Real Property for the Grant Deed from the City of San Rafael, adopt a corresponding resolution and approve related budget actions.

Agenda Item #10: The Board will hear a request from the Finance Department to introduce an ordinance to repeal Marin County Code Chapter 3.27 (Ordinance No. 3570) related to property tax refunds. The ordinance was adopted in 2011 and set forth procedures for claiming and issuing property tax refunds, including specific time limits for taxpayers to submit refund claim forms. Repealing the ordinance will expedite the issuance of refunds, reduce costs to the County, and reduce burdens on taxpayers. Staff recommends that the Board approve the introduction of ordinance and schedule consideration of adoption of ordinance for July 27, on the agenda's consent calendar.
The item was removed from the agenda and is planned for a future meeting.

Agenda item #11: The Board will hear a request from the Department of Public Works to introduce an ordinance related to parking restrictions and associated parking fines in Bolinas. New parking restrictions or changes to existing parking restrictions were proposed for Terrace Avenue, Wharf Road, Cliff Road, and Olema-Bolinas Road to improve emergency vehicle access. The proposed update would consolidate heavily ticketed “no parking” restrictions and new restrictions on Olema-Bolinas Road and Cliff Road, thereby standardizing the penalty for the main “no parking” violations in Bolinas. Staff recommends the Board approve introduction of the ordinance and schedule consideration of adoption of ordinance for August 10 on the agenda's consent calendar.
