Highlights of the July 13, 2021 Board Meeting:
The Board of Supervisors is holding fully electronic meetings in response to the continued COVID-19 pandemic shelter-in-place order. The Board members participate using Zoom videoconferencing technology and encourage remote public participation in the meeting as well. For instructions and guidance on how to watch the meeting or submit public comment, visit the Board of Supervisors' meeting webpage. Viewers also may watch the Community Media Center of Marin's webcast. Comcast subscribers in Marin may watch on Channel 27.
For 2021: Open time for public expression about topics that are not on the day's agenda has been moved to the start of the meeting in the interest of making the time slot more predictable for participants.

Agenda Item #6: Shortly after the Board convenes at 9 a.m., the Board will hear a presentation from the Marin County Agricultural Commissioner of the 2020 Marin County Livestock and Agricultural Crop Report. The 2020 report will be released at the Board meeting.
The Board heard the presentation and accepted the report.

Agenda Item #9: No earlier than 10:30 a.m., the Board will conduct a hearing on behalf of the Department of Health and Human Services (BHRS) and consider adoption of resolutions establishing the fiscal year 2021-22 schedule of charges for County-operated mental health system of care services and County-operated substance use treatment services. BHRS conducted a fee analysis that indicated the current charges were below projected costs of services. The proposed rate revisions ensures that BHRS maximizes its Medi-Cal and other health coverage revenues. Staff recommends that the board conduct the hearing and adopt the resolutions.

Agenda item #11: The Board will hear a request from the department of Public Works to consider a 0.60% rate decrease from Mill Valley Refuse Service (MVRS), effective July 1. Approximate 800 residents and businesses in the unincorporated areas of Shoreline and Gibson, Paradise Cay, Paradise, and Mar East would be affected by the decrease, which was based on a report by an independent rate evaluator. Staff recommends that the Board conduct a public hearing and consider approving the rate decrease.

Agenda Item #13: The Board will consider one vacancy on the Disaster Council and one on the Women's Commission.

Agenda item #18: No earlier than 1:30 p.m., the Board will hear a request from the Community Development Agency to consider activation of Local Coastal Program Amendments certified by the Coastal Commission in 2016 and 2019 (comprising the entire LCP less environmental hazards) for use in combination with existing 1982 Local Coastal Program provisions related to environmental hazards. The effort to update Marin County's LCP has involved a lengthy and thorough review process that began more than 10 years ago. All portions of the LCP were approved by the Board in 2019 and certified by the Coastal Commission except for chapters dealing with environmental hazards. Staff recommends that the Board conduct a public hearing and consider adopting a resolution pending approval from the Coastal Commission.
