Agenda Item #1: Shortly after convening at 9 a.m., the Board will hear a report from the County Administrator and possibly other County staff about the local COVID-19 response. The County proclaimed a local emergency and a public health emergency in early March 2020, and since then staff has worked in an Emergency Operations Center (EOC) to coordinate public response efforts. Marin County is currently experiencing a surge in cases driven by Delta variant, which is much more infectious than earlier mutations of COVID-19. Most cases in the past 30 days have been among unvaccinated residents, though a small number of breakthrough cases have occurred. Nearly 94% of all eligible Marin County residents have received at least one dose of the vaccine, thanks in part to the work of Marin County Public Health and community partners.

Most recently, Lana has served as the Division Manager for the Sonoma County Library system overseeing nine library branches. Adlawan has a Bachelor of Arts in Community Services from UC Santa Cruz and Master of Science in Library and Information Services from the Pratt Institute. Agenda Item #7: The Board will hear a request from the Department of Public Works to receive a report on the Marin Emergency Radio Authority (MERA). MERA provides crucial communications to 25 member agencies for both routine and emergency/natural disaster responses. The MERA radio communications system is the backbone of the 911 emergency response system, but it is approaching the end of its useful life. The Board approved the Next Generation System (NextGen) in 2015. The report will include an overview of the NextGen system implementation.

Agenda Item #8: The Board will hear a request from the Finance Department to introduce an ordinance to amend Marin County Code Chapter 3.27 (Ordinance No. 3570) related to property tax refunds. The ordinance was adopted in 2011 and set forth procedures for claiming and issuing property tax refunds, including specific time limits for taxpayers to submit refund claim forms. Amending the ordinance will expedite the issuance of refunds, reduce costs to the County, and reduce burdens on taxpayers. Staff recommends that the Board approve the introduction of ordinance and schedule consideration of adoption of ordinance for August 24, on the agenda's consent calendar.
Review
