SPECIAL NOTICE
The Board of Supervisors is holding fully electronic meetings in response to the continued COVID-19 pandemic shelter-in-place order. The Board members participate using Zoom videoconferencing technology and encourage remote public participation in the meeting as well. For instructions and guidance on how to watch the meeting or submit public comment, visit the Board of Supervisors' meeting webpage. Viewers also may watch the Community Media Center of Marin's webcast. Comcast subscribers in Marin may watch on Channel 27.
New for 2021: Open time for public expression about topics that are not on the day's agenda has been moved to the start of the meeting in the interest of making the time slot more predictable for participants.

Agenda Item #2: Shortly after convening at 9 a.m., the Board will hear a report from the County Administrator and possibly other County staff about the local COVID-19 response. The County proclaimed a local emergency and a public health emergency in early March 2020, and since then staff has worked in an Emergency Operations Center (EOC) to coordinate public response efforts. A local shelter-in-place order was first issued March 16, 2020, to help limit the spread of COVID-19. Marin is in the orange Tier 3 ("moderate risk" of the virus) on the State of California's Blueprint for a Safer Economy and opened vaccine eligibility to all residents age 16 & older on April 15.

Agenda Item #3: The Board will hear a request for Dominican University to present honorary degrees to Dr. Matt Willis and Dr. Lisa Santora of the Marin County Department of Health and Human Services (HHS). Willis, the County's Public Health Officer, and Santora, the County's Deputy Public Health Officer, have helped lead all public health efforts in the Emergency Operations Center since before the COVID-19 pandemic began.

Agenda Item #7: The Board will hear a request to receive updates from the Marin Operational Area Disaster & Citizens Corps Council (DC3) and the Public Disaster Education and Preparedness (PED&P) Committee. The two groups present annual updates to the Board about countywide coordination of emergency preparedness efforts.

Agenda Item #8: The Board will hear a request from the County Administrator to authorize an allocation of $10,886,701 from fiscal-year 2019-20 unassigned year-end fund balance for specific one-time allocations. Marin is among a handful of California counties that has maintained an AAA bond rating because of sound fiscal management and not using one-time revenues for ongoing expenses. This year, $10.9 million is available unassigned General Fund money, largely due to higher-than-expected salary savings, interest earnings, and excess Education Resource Augmentation Funds. Additional one-time funds are to be available as part of the fiscal year 2021-22 Proposed Budget.
