Highlights of the April 13, 2021 Board Meeting:
The Board of Supervisors is holding fully electronic meetings in response to the continued COVID-19 pandemic shelter-in-place order. The Board members participate using Zoom videoconferencing technology and encourage remote public participation in the meeting as well. For instructions and guidance on how to watch the meeting or submit public comment, visit the Board of Supervisors' meeting webpage. Viewers also may watch the Community Media Center of Marin's webcast. Comcast subscribers in Marin may watch on Channel 27.
New for 2021: Open time for public expression about topics that are not on the day's agenda has been moved to the start of the meeting in the interest of making the time slot more predictable for participants.

Agenda Item #2: Shortly after convening at 9 a.m., the Board will hear a report from the County Administrator and possibly other County staff about the local COVID-19 response. The County proclaimed a local emergency and a public health emergency in early March 2020, and since then staff has worked in an Emergency Operations Center (EOC) to coordinate public response efforts. A local shelter-in-place order was first issued March 16, 2020, to help limit the spread of COVID-19. Marin is currently in the orange tier ("moderate risk" of the virus) on the State of California's Blueprint for a Safer Economy and expects to open vaccine eligibility to all residents age 16 & older on April 15.
The Board received the update from Public Health Officer Dr. Matt Willis.

Agenda Item #6: The Board will hear a request from the County Administrator, on behalf of the Board of Supervisors, to adopt a resolution condemning and combating racism, xenophobia, and intolerance against Asian Americans and Pacific Islanders.
The Board adopted the resolution.

Agenda Item 8: The Board will hear a request from the Human Resources Department to approve COVID-related sick leave and child care leave benefits provided by Senate Bill (SB) 95, modified for implementation purposes and consistent with relevant law. The SB 95 legislation is intended to ensure access to up to 80 hours of COVID-19 supplemental paid sick leave for eligible employees, including those advised to quarantine or isolate and those caring for COVID-19 -impacted family members and children.
The Board approved the COVID-related sick leave and child care benefits.

Agenda Item 10: The Board will hear a request from the Community Development Agency to approve the legal formation of Drawdown: Marin nonprofit contingent on a budget change proposal presented in June 2020. Non-profit status would allow Drawdown: Marin to empower the public to participate at multiple levels and as board members, make decisions with local agencies and governments about local climate change efforts, and will allow Drawdown: Marin to seek funding from diverse sources not normally available to County government. Drawdown: Marin, which debuted in October 2017, is the County’s coordinated initiative to reduce and reverse climate change at the grassroots level. It is collaborative movement that helps inspire all cities and towns, organizations, and individuals to work together to reduce greenhouse gas emissions released locally. In 2019, the program was awarded a $126,451 grant from the Marin Community Foundation to implement a process designed by Marin community-based organizations to more deeply engage people of color in the initiative, elevating existing community priorities.
The Board approved the legal formation of Drawdown: Marin Nonprofit Public Benefit Corporation.

Agenda Item #11: The Board will consider one vacancy on the County Service Area (CSA) #6 Advisory Board that represents Gallinas Creek; one vacancy on the Disaster Council that represents the Police Chiefs' Association; and one appointment for the In-Home Supportive Services (IHSS) Governing Board.
