The Board will hear a report from the County Administrator regarding budget planning for fiscal year 2021-22. When the Board adopted a $619.7 million budget June 24, it requested quarterly updates as the COVID-19 pandemic unfolded and there was more clarification about potential state or federal emergency funds. The County estimates it will have spent more than $60 million in COVID-19 response costs by December. Staff is working with all 22 departments to identify permanent reductions to achieve an ongoing structural balance. Staff recommends the elimination of 22.05 vacant full-time equivalent positions as part of recommended budget adjustments.

Agenda Item #8: In an item postponed November 10, the Board will hear a request from the County Administrator to accept the 2019-20 Living Wage Ordinance (LWO) Annual Report and consider approving a 1.1% Cost of Living Adjustment (COLA) effective January 1, 2021.While the Living Wage Ordinance requires an automatic COLA increase based upon the October-to-October increase in the Bay Area Consumer Price Index (CPI), it also requires a recommendation from the County Administrator incorporating financial conditions. The wage rate was last increased on January 1, 2020, to $15.25 per hour without benefits or $13.40 including benefits. Staff is recommending increases to $15.40 and $13.55.
