Highlights of the March 17, 2020 Board Meeting:
Shortly after the Board convenes at 9 a.m., the Board will hear a request from the Community Development Agency to authorize the Board President to execute an agreement with Sicular Environmental Consulting and Natural Lands Management, Inc., in an amount not to exceed $259,263, for preparation of the supplemental environmental review for the San Rafael Rock Quarry Permit and Reclamation Plan, potentially leading to an environmental impact report (EIR) addendum. The quarry is requesting a time extension for its surface mining and quarrying permit and an extension of the associated Conforming Amended Reclamation Plan.
The Board authorized the Board President to execute the agreement.

The Board will hear a request from the Sheriff's Office to execute a five-year sole source agreement with Axon Enterprise, Inc., for the replacement of 100 body-worn cameras and electronic control devices, for a total amount of $1,484,144.04. The Sheriff's Office's current equipment will no longer be supported by the vendor's third-party liability insurance after June 2021. This request is the extension of a previous contract with Axon, previously known as Taser International. The new equipment would be compatible with existing equipment. The agreement, which would be from July 1, 2020, through June 30, 2025, also would include software licenses and cloud-based storage.
The Board executed the agreement.

No earlier than 2:30 p.m., the Board will conduct a hearing to consider Luiz Ranch Countywide Plan Amendment and Rezoning for the property at 3001 Lucas Valley Road, San Rafael. On December 9, 2019, the Planning Commission recommended that the Board approve the proposed rezoning and Countywide Plan amendment for the property. The proposal is the result of a previously issued planning entitlement and subsequent voluntary agricultural open space easement requested by the property owner that would result in a maximum residential density of 10 units on the property.
This agenda item was postponed to a later date.

No earlier than 2:45 p.m., the Board will hear a request from the Community Development Agency to approve a Measure W community housing funding recommendation for 430 Aspen in Bolinas. The nonprofit Bolinas Community Land Trust applied for $150,000 in Measure W funds to renovate a 1-bedroom home and accessory dwelling unit for lower-income occupants. One alternative is to allocate $100,000 based on the County's past practice of investing approximately $50,000 for each unit of affordable housing. Another alternative is to allocate the full $150,000 as requested given the high cost of development in the coastal areas and the limited opportunities to create affordable housing in West Marin. Staff recommends that the Board review and approve one of two funding recommendations outlined in the staff report and authorize the Board President, subject to County Counsel approval, to execute documents related to the funding request. The use of Measure W funds has no impact on the County's General Fund.

The Board will hear a request from the Community Development Agency to review proposals related to the future reuse of the Coast Guard Property located at 100 Commodore Webster Drive, Point Reyes Station. With 36 townhomes and an eight-unit single-room-occupancy-style barracks, the base formerly served as home to dozens of officers and their families. Since the Coast Guard designated the facility as surplus in 2014, the local community has sought to convert the units to permanently affordable homes for families with children. In August 2019, the Board adopted a resolution finding that the purchase is exempt from the California Environmental Quality Act (CEQA) and issued a notice to the Coast Guard of intent to purchase the property. The Board adopted that resolution, and in September 2019 the Board President was authorized to execute an offer to purchase and contract of sale for the facility. Staff received two responses, one from EAH Housing and another from the Community Land Trust Association of West Marin (CLAM) and Eden Housing. Staff requests that the Board review proposals, select a developer, and direct staff to negotiate an agreement with the developer.
