No earlier than 1:30 p.m., the Board will conduct the second of two informational workshops from the Community Development Agency on Objective Development Design Standards (ODDS). Recent state housing legislation has established municipal mandates to streamline the review process for multifamily housing projects. Jurisdictions are now required to limit their review of qualifying projects to objective design and development standards and refrain from applying subjective discretionary policies. ODDS can include height, setback, lot coverage, building materials, architectural style, building patterns, and historic areas. Projects that would require a General Plan or zoning amendment would not be eligible for streamlined review. Staff is recommending that the County partner with nearby towns and cities to evaluate and update local objective standards to ensure multifamily housing projects are compatible in size, scale, and architectural qualities of the area.
