The Board will hear a request from the Department of Health and Human Services to approve supplemental budget appropriation in the amount of $1 million for safety-net COVID-19 response and approve $1 million to apply to contracts for emergency rental assistance/homelessness prevention for low-income residents. On March 24, the Board approved a one-time emergency appropriation of $1 million for safety net response efforts related to COVID-19, including $500,000 contributed from the Marin Community Foundation (MCF). Requests for public support from the fund were much larger than the allocated resources. Staff recommends that the Board accept a second $500,000 grant for COVID-19 safety net response from MCF and approve a $500,000 one-time match of County General Funds. It also recommends approval of a 2019-21 master contract in the amount of $1 million to apply to contracts with Health and Human Services homeless rental assistance providers and approve a related one-time 2019-20 budget adjustment. Lastly, the Board plans to direct staff to explore CARES Act allocations of $938,065 from the Housing and Urban Development for additional low-income housing assistance programs.
