Addressing Concrete in Building Code Ordinance

Board of Supervisors

Meeting Date: 11/19/2019

The Board will conduct a hearing about an ordinance adding a new subchapter to Marin County Code Title 19 and adopting standards for low-embodied emissions in concrete. The County's extensive green building policies have not focused on reducing embodied carbon emissions generated by the processes association with the production of a building. Concrete is the most widely used construction material in the world and responsible for 6-10 percent of global carbon dioxide emissions. The proposed ordinance would either limit cement content in concrete or increase the use of cement alternatives. The importance of addressing embodied carbon emissions is heightened by the pressing need to reduce the effects of climate change.

The Board conducted the hearing and adopted the ordinance adding to the Marin County Code.
