The Board will hear a request from the Community Development Agency (CDA) to authorize the Board President to execute a Voluntary Compliance Agreement (VCA) with the U.S. Department of Housing and Urban Development (HUD). Ten years ago, HUD reviewed the County’s federal grants program related to the access of fair housing for residents in protected classes (those who have historically faced hardships in obtaining housing, employment, and other public accommodations). HUD concluded that Marin had some shortcomings in its fair housing programs, and the County voluntarily started negotiations to take corrective actions. The VCA agreement expired on December 22, 2015, and HUD requested the County extend the VCA for three more years to address additional concerns. CDA staff has prepared provisions of an extension.
