Shortly after the Board convenes at 9 a.m., the Board will hear a request to adopt a resolution proclaiming May as CalFresh Awareness Month and to receive an update from the Department of Health and Human Services regarding the CalFresh Expansion to Supplemental Security Income/State Supplemental Payment (SSI/SSP) recipients. Food insecurity affects 20 percent of Marin residents and disproportionately affects low-income adults, seniors and kids. CalFresh, known nationally as the SNAP program, provides more than 9,500 eligible Marin residents with financial resources to access nutritious food. There are an estimated 13,498 more people eligible who are not enrolled in CalFresh. Starting June 1, the program is expanding to include about 3,000 older adults and those with disabilities who receive SSI/SSP support.

The Board will hear a request to send a letter to the California State Transportation Agency requesting state funding for the preliminary engineering and environmental review for both the Novato to Suisun passenger rail system and the remaining northern portion of the SMART system to Cloverdale. SMART has asked for support from Marin and Sonoma county governments to support state funding for these expansions.

The Board will hear a request from the Health and Human Services Department, at the request of the Marin County Child Care Commission, to approve the Commission’s Local Funding Priorities Area Report. The commission is charged with planning for child care and development services based on the needs of local families. The report is to be submitted to the California Department of Education and helps promote equal access to child development services statewide. Staff recommends that the Board receive the report and authorize the Board President to execute the Local Planning Council (LPC) County Priorities Report Form.

The Board will hear a request from the Human Resources Department, at the request of the Marin Women’s Commission, to accept a report regarding Sexual Assault Nurse Examiners/Sexual Assault Response Team (SANESART) examination practices. The Women Commission studied the impact of conducting out-of-county SART exams on victims of sexual assault during the 2017-18 fiscal year. The commission concluded that where exams should be conducted as a complex issue and questions whether it is the best option for Marin residents.

The Board will conduct the first reading for an ordinance amending Marin County Code Chapter 3.50, County Surveyor Fees, to recover costs incurred in checking subdivision maps, examining record of surveys, and providing related County surveyor services. The surveying fee schedule was last amended in 2016, and the County has failed to recover costs for the services for at least the past five years. The proposed increase in fees would be phased in over three years and bring them in line with comparable counties. Staff recommends that the Board schedule a merit hearing for 10:30 a.m. June 18.
