Shortly after the Board convenes at 9 a.m., the Board will hear a request for consideration of a resolution opposing legal immunity for fossil fuel companies and affirming the continued regulatory authority of the U.S. Environmental Protection Agency (EPA) and its implementation of the Clean Power Act. In July 2017, the County joined other jurisdictions in filing lawsuits in California Superior Court against 37 oil, gas and coal companies, seeking damages for known harms caused by the products those companies manufacture and distribute. Giving the companies immunity from legal liability would block the County's access to the courts.

The Board will hear a request from the Marin County Free Library (MCFL) to approve the elimination of late fines on borrowed materials to ensure that all members of the community have equitable access to library books and materials. MCFL, which eliminated fines on children’s materials in 2015, is joining other Bay Area library systems such as Sonoma, Contra Costa, San Francisco, San Mateo and Oakland in going fine-free. Research shows that fine-free libraries enjoy more library visits, increased usage of library materials, and increased customer satisfaction. Previously, MCFL charged 25 cents a day for most overdue items, and patrons weren’t allowed to check out items if they had more than $10 in fines.

The Board will hear a presentation from the Marin County Agricultural Commissioner of the 2018 Marin County Livestock and Agricultural Crop Report. After back-to-back declining years, Marin County farmers and ranchers experienced a resurgence in the gross value of agricultural products in 2018, recording 8% growth over 2017. The 2018 report will be released at the Board meeting.

The Board will hear an update from the County Administrator regarding staff administration of medicinal cannabis delivery-only retailer licensing for same-site applications. Staff is shedding light on a situation not specifically contemplated in Chapter 5.90 of the Marin County Code's Ordinance No. 3678. The site review phase of the provisions did not contemplate the possibility that multiple applicants would propose to use the same business location. Staff has determined that having more than one licensee at one location could impact security measures and create licensing complications. The staff update seeks to clarify these points.

The Board will conduct a hearing to consider a request from Bay Cities Refuse Service for a 4.50% rate increase, effective July 1, for the unincorporated areas known as Southern Marin Franchise Area No. 1. The areas affected are the Richardson Bay houseboat communities of Waldo Point Harbor, Kappas Harbor, and Yellow Ferry Harbor, plus the area south of Sausalito to the Golden Gate Bridge and west to Fort Cronkite.
