At no earlier than 1:30 p.m., the Board will review the Medicinal Cannabis Delivery Only Retailer ("MCDORe") applications and decide how best to issue the four available MCDORe licenses. On November 14, 2017, the Board adopted Ordinance 3678 which established a regulatory framework to license up to four MCDORe's in the unincorporated areas of the county in order to meet the medical needs of, and expand options for, patients to access medicinal cannabis. Four applicants submitted their Site Review applications in May for the final phase of the selection process. Options for issuing MCDORe licenses include: (a) approving the issuance of four separate licenses; (b) approving the issuance of one license and authorize the Community Development Agency to conduct a lottery for an additional license; or (c) deny the issuance of any licenses.
The Board approved the adoption of a resolution approving the issuance of one license for the 76 San Pablo Avenue site and adopting resolution authorizing staff to conduct a lottery to choose one of the three same-site applicants for the 7 Mt. Lassen Drive site.
