At 9 a.m., the Board will receive a status report regarding Pacific Gas and Electric’s Public Safety Power Shutoff (PSPS) Program and development of County Continuity of Operations Plan (COOP). With the threat of wildfire now the “new normal” nearly year-round, local governments are reevaluating how best to provide the most essential services when the state’s utility companies choose to turn off power under threatening conditions. The County is urging residents to make their own efforts to prepare for a potential PSPS event, preparations which also apply to a wildfire, earthquake or other disaster. Many preparedness resources are available online at: Ready.gov; ReadyMarin.org; the FEMA website; and the County’s Department of Health and Human Services website.

The Board will hear a request from the County Administrator to confirm the appointment of Benita McLarin to the position of Director of Health and Human Services.A Bay Area-based health care executive with more than a decade of experience as a public agency administrator, McLarin was announced as the County's choice to lead HHS on July 24. Her first day on the job will be September 9.

The Board will hear a request to adopt a resolution commending the retiring Leslie Alden, Board Aide for Supervisorial District 3, for her years of 13 1/2 years of service to the County of Marin and community. Alden played key roles in the creation of Marin Clean Energy (now MCE Community Choice Energy), the County's sea-level rise adaptation policies, the initiation of the Drawdown:Marin climate change campaign, and many other programs that improve the lives of Marin residents.

The Board will hear a request from the County Administrator for Board concurrence and adoption of a response to 2018-19 Grand Jury Report titled, "Vaping: An Under-the-Radar Epidemic" (May 9, 2019). County staff agreed with 11 findings and two recommendations have been implemented. Staff recommends that the Board concur in and thereby adopt response and direct the Board President to submit the response to the presiding judge.

In separate agenda items, the Board will hear requests from Human Resources to approve a tentative agreement with the Marin Association of Public Employees (MAPE) Nurses’ Unit for a successor 2-year collective bargaining agreement and approve equity adjustments for non-represented attorney classes. The nurses' agreement, which includes a 3% cost-of-living adjustment in 2019-20 and 2.5% in 2020-21, is consistent with agreements reached with other bargaining units in 2018. The attorneys' agreement includes equity increases of 1% for five job class titles and .5% for one title.
