Shortly after convening at 9 a.m., the Board will hear a request for a presentation from the Community Land Trust Association of West Marin (CLAM) on the Real Community Rentals Program, created through partnerships with the Marin Housing Authority’s Landlord Partnership Program and the County of Marin. Affordable housing in great need all over Marin County, but especially in West Marin. This program offers substantial benefits and cash incentives to homeowners who agree to rent affordably to hardworking members of the community. The County supports the program by waiving or reducing building permit fees for certain repairs or improvements. CLAM plans to explain the program components, CLAM's specific role, and demonstrate why the program has been successful in West Marin.

The Board will hear a request from the Department of Public Works for consideration of a Tidelands Lease Agreement with the San Rafael Airport LLC regarding levee maintenance, and grant of permission from the airport regarding public or private activities taking place along the South Fork of Gallinas Creek. The airport, just northeast of the Civic Center, is protected from San Pablo Bay by levees on airport-owned property. The proposed agreement will address conflicting boundary information, long-term levee maintenance, and planning for future restoration of the land east of the runway. Historically, the County has funded major levee repairs.

No earlier than 10 a.m., the Board will hear a request from the Sheriff-Coroner to consider adopting a resolution adjusting the Coroner Division fee schedule, increasing fee for transporting decedent remains. The Coroner Division recently conducted a survey of regional counties to determine customary fees on decedent transportation expenses. The Sheriff-Coroner proposes an increase from $172 per transport to $250 to cover increased operating expenses and align Marin with the other counties. Staff recommends that the Board conduct a public hearing and consider adopting a resolution. If approved, the fee increase would make expenses cost-neutral to the County.

In separate agenda items, the Board will hear requests from Human Resources to approve tentative agreements with the Marin County Fire Battalion Chiefs Association and the Sheriff's Staff Officers Association. Both agreements include a 3% cost-of-living adjustment in 2019-20, 2.5% in 2020-21 and 3% in 2021-22. The agreements include equity adjustments, reflect many of the County's long-term priorities, and are consistent with those of other labor units.

No earlier than 1:30 p.m., the Board will consider the San Geronimo Valley Final Environmental Impact Report (EIR) Supplement and Amendment to the 2007 Marin Countywide Plan Final EIR. The document dictates development restrictions for more than 1,100 properties along creeks in the San Geronimo Valley. The EIR Supplement includes mention of the cumulative impacts to salmonids, affecting homeowners in the unincorporated villages of Forest Knolls, Woodacre, Lagunitas, and San Geronimo. Native to the Pacific Northwest, salmonids are a family of long bony fish that divide their lives between freshwater and saltwater and include varieties of salmon and trout.

The Board accepted the EIR supplement and approved the amendment to the 2007 Countywide Plan.
